The Independent Monitoring Board has criticized HMP Exeter in Devon for failing to provide inmates with an adequate supply of underwear, highlighting occasional but significant shortages. According to the prison’s official policy, each prisoner is entitled to receive eight pairs of underwear along with other clothing items upon arrival. However, the board’s report identified lapses in meeting this standard.
The shortages were attributed in part to the high turnover rate among the prison population, which results in many inmates not returning clothing items upon release. Additionally, clothing losses during laundry operations and instances of theft by other prisoners have contributed to the problem.
The report illustrates ongoing challenges in maintaining sufficient clothing supplies, which are essential for prisoner hygiene and comfort. Despite the policy framework designed to ensure adequate provisions, logistical and operational issues have hindered consistent compliance at HMP Exeter. The findings underscore the need for improved inventory control and monitoring to address the gaps and prevent further shortages.
