Auckland’s $1.66 billion Central Interceptor wastewater tunnel officially became fully operational this week, marking a significant advancement in the city’s efforts to reduce stormwater and wastewater overflows. The 16.2-kilometer tunnel runs from Point Erin in Herne Bay to the Māngere Wastewater Treatment Plant, with additional link sewers serving Mt Roskill, Blockhouse Bay, and Mt Albert.
Watercare chief executive Jamie Sinclair highlighted the tunnel’s immediate impact during a heavy rainfall event on June 22, the first major test since activating the northern pipeline segment. In Mt Albert—a site historically prone to overflows from an aging 1914 sewer—the new system successfully prevented wastewater from spilling despite substantial rainfall. “That overflow point, which used to overflow with even small amounts of rain every time it rained, did not overflow,” Sinclair said.
The tunnel, which measures 4.5 meters in height, provides significant storage capacity, allowing the city to better manage combined wastewater and stormwater flows. The southern portion of the tunnel, which began operation early last year, has already prevented the release of approximately 741,000 cubic meters of wastewater and stormwater—equivalent to nearly 300 Olympic-sized swimming pools.
Auckland Mayor Wayne Brown emphasized the project as a testament to the city’s capacity for local decision-making and funding. “This is not a government project. This is a council and city project,” he said, praising Watercare’s management. Brown noted that the tunnel’s completion is expected to improve water quality in local harbors and streams, potentially resulting in fewer beach closures due to contamination this summer.
Originally budgeted at $1.5 billion, the project came in at $1.66 billion following scope expansions that extended the tunnel beyond Mt Albert to Grey Lynn and Point Erin, maximizing its coverage. Despite challenges such as extreme weather events, the COVID-19 pandemic, and inflationary pressures, the project was delivered on schedule.
More than 4,300 workers contributed to the construction of the Central Interceptor, and Watercare is now focused on maintaining and expanding its infrastructure workforce. Sinclair indicated plans to announce upcoming infrastructure programs to sustain employment and retain contractors and equipment capacity in the local market.
The full operation of the Central Interceptor is expected to play a crucial role in addressing Auckland’s long-standing issues with stormwater overflow, enhancing environmental outcomes, and supporting the city’s growing population.
