The United Arab Emirates Ministry of Human Resources and Emiratisation (MoHRE) reported uncovering 377 cases of fraudulent Emiratisation involving 266 private-sector firms during the first half of 2026. These incidents were identified through both field inspections and digital monitoring systems, prompting legal proceedings against the companies and individuals implicated.
According to MoHRE, these violations represent a limited number and do not reflect a widespread issue within the UAE labour market. The ministry emphasized that enforcement actions were conducted in line with Cabinet Decision No. 43 of 2025, which sets forth administrative penalties related to the initiatives overseen by the Emirati Talent Competitiveness Council.
The ministry clarified that Emiratisation is defined as more than the mere registration of UAE nationals as employees. Genuine Emiratisation entails a substantive employment relationship where Emiratis perform actual duties and responsibilities, coupled with opportunities for career progression. Conversely, fake Emiratisation refers to the practice of listing Emirati individuals as staff solely to meet national employment quotas, without providing them with real jobs or work assignments.
MoHRE’s measures aim to ensure the integrity of Emiratisation programs and promote meaningful workforce inclusion of UAE citizens in the private sector. The ministry’s efforts to detect and address fraudulent practices underscore its commitment to fostering genuine employment opportunities and supporting sustainable national talent development.
