Five U.S. states have agreed to accept nuclear waste from across the country in exchange for federal support aimed at developing nuclear energy projects expected to generate thousands of jobs. The states—Idaho, Louisiana, Oklahoma, Tennessee, and Utah—each governed by Republicans, view the initiative as an opportunity to help restore American leadership in civilian nuclear technology.
The agreements, though nonbinding, envision the establishment of Nuclear Lifecycle Innovation Campuses that would host a range of nuclear-related activities, including long-term waste storage, uranium enrichment, spent-fuel reprocessing, and fuel fabrication. These campuses could also support advanced reactor deployment, power generation, and data centers, according to the U.S. Department of Energy.
This initiative marks a significant step forward in addressing the accumulation of more than 95,000 metric tons of spent nuclear fuel currently stored at various nuclear plants and former sites nationwide. The proposal offers an alternative to the longstanding controversy surrounding a permanent underground repository at Nevada’s Yucca Mountain, which has faced persistent opposition from local residents and officials.
The new storage sites aim to relocate radioactive material away from population centers, seismic fault lines, and flood plains, potentially easing community concerns and facilitating consent from host locations. The Energy Department projects that the campuses could attract up to $50 billion in private investment and generate as much as $10 billion in state and local tax revenues. Eligible projects may also access billions of dollars in federal loans.
Energy Secretary Chris Wright described the campuses as a critical component of "unleashing America’s nuclear renaissance," calling the concept innovative for revitalizing the industry. Tennessee, one of the states involved, hosts Oak Ridge National Laboratory, a historic site integral to uranium enrichment during World War II’s Manhattan Project. Idaho’s Idaho National Laboratory is a key nuclear research facility with national security significance. Utah played a role in the Manhattan Project as a uranium source and training ground for atomic bomb missions.
Tennessee Governor Bill Lee expressed readiness for the state to once again advance national energy solutions, pointing to Tennessee’s historic role in the nuclear sector. The announcement coincides with President Donald Trump's efforts to expand domestic nuclear power production substantially in response to increasing electricity demand driven by growth in data centers and artificial intelligence technologies. These efforts also include restructuring the Nuclear Regulatory Commission (NRC) to accelerate nuclear reactor development.
Among recent regulatory changes under Trump’s direction is a proposal to replace the NRC’s longstanding safety principle of maintaining radiation exposure "as low as reasonably achievable" with a new standard setting maximum allowable doses and associated mitigation measures. This shift has generated debate among experts.
California Representative Mike Levin, a Democrat who has supported bipartisan efforts to address nuclear waste challenges, welcomed the announcement as a long-overdue step toward safely managing spent nuclear fuel. Meanwhile, Scott Roecker, a former National Nuclear Security Administration official now advising a pro-nuclear group, endorsed the campus concept but warned against reprocessing spent nuclear fuel at these sites due to cost and security concerns.
The initiative reflects evolving strategy in U.S. nuclear policy as the federal government seeks solutions to both waste management and the expansion of clean energy resources.
