Cushing, Oklahoma, a historic oil hub located at the heart of the United States’ energy infrastructure, continues to play a crucial role in the nation’s crude oil storage and trading. Once a boomtown born from the early 20th century oil rush, Cushing’s production collapsed shortly after its initial surge. However, its strategic position and extensive pipeline network quickly transformed it into a vital center for oil storage and price benchmarking.

Today, dozens of pipelines converge in Cushing, linking oil fields from Canada and Wyoming to refineries in the Midwest and Texas. This connectivity has made the town the delivery point for the West Texas Intermediate (WTI) crude oil futures contract, which was launched in 1983 by the New York Mercantile Exchange and has since become a key benchmark for U.S. oil prices.

Industry experts emphasize the importance of Cushing’s storage facilities in maintaining market fluidity. Companies use these large tank farms to hold oil when future prices are expected to rise, allowing them to store supply temporarily. Some tanks operated by firms such as Oneok, based in nearby Tulsa, can contain enough oil to fuel tens of thousands of vehicles for an entire year.

The dynamics of storage at Cushing have reflected broader market trends in recent years. During the onset of the COVID-19 pandemic in 2020, demand plummeted due to lockdowns, leading to a rare situation where oil prices briefly turned negative as storage capacity filled rapidly. Presently, storage levels at Cushing stand at approximately 22 million barrels, just above minimum operating thresholds as reported by the Energy Information Administration (EIA) in late August.

Removing oil below certain levels poses risks to the integrity of storage infrastructure, including steel roofs that float on the oil surface and the mechanical mixers used to blend crude. While oil continues to flow through Cushing, the facility functions essentially as a temporary staging area, facilitating the transfer of crude to refineries and ports.

Similar storage challenges exist for the federal Strategic Petroleum Reserve, which is held in underground salt caverns in Texas and Louisiana. Although the government can release crude from these reserves, analysts warn that depleting them too far may cause structural damage.

Despite geopolitical tensions affecting global markets—such as concerns over the Strait of Hormuz—industry participants generally expect global oil supply to eventually increase or demand to adjust, or a combination of both outcomes to stabilize prices. Current retail fuel prices reflect ongoing market pressures, with average U.S. diesel prices recently recorded just 7 cents below this year’s peak, according to AAA.

As geopolitical conflicts persist, the U.S. and global oil markets face increasing fragility, compounded by a shortage of refinery capacity that limits the transformation of crude into usable fuels. The situation underscores the continued significance of storage hubs like Cushing in managing supply chains and price volatility.
