Japan, the United States, and South Korea have formalized a trilateral partnership aimed at jointly exporting small modular nuclear reactors (SMRs) across the Indo-Pacific region, reflecting growing concern over China and Russia’s expanding influence in civil nuclear power development. The agreement, building on commitments made at the 2023 Camp David summit, represents both an energy collaboration and a strategic response to the geopolitical ramifications of nuclear technology exports.

China and Russia have long leveraged civilian nuclear power as tools of statecraft, using reactor construction to forge enduring ties through fuel supply, financing, maintenance, engineering training, and adherence to technical and safety standards. These relationships, often spanning decades, provide suppliers with sustained influence over recipient countries’ energy sectors and political alignments. China, capitalizing on its domestic manufacturing capacity and indigenous reactor designs, has steadily increased its overseas nuclear footprint, while Russia’s Rosatom offers a bundled approach including construction, financing, and operational support.

The Indo-Pacific, expected to drive much of the global growth in electricity demand, is a critical arena for this dynamic. Rising power needs fueled by technological advances and economic development place energy infrastructure at the center of regional influence. Recognizing this, the U.S., Japan, and South Korea seek to present a coordinated alternative to the Chinese and Russian model by cooperating on reactor design standardization, industrial partnerships, financing, workforce training, and regulatory capacity building.

The partnership emphasizes SMRs, which offer advantages over traditional large-scale reactors due to their smaller size and modularity. These reactors are seen as particularly suitable for islands, remote areas, and smaller electrical grids, and if technology matures as anticipated, they could broaden access to low-carbon energy while supporting decarbonization goals.

Each country contributes distinct strengths: the U.S. is a leader in advanced reactor design; Japan excels in manufacturing key nuclear plant components; and South Korea has developed a reputation for cost-effective, efficient reactor construction. Together, their integrated approach aims to enhance competitiveness against state-backed Chinese and Russian suppliers.

However, challenges remain. The U.S. faces ongoing delays and budget overruns in domestic nuclear projects and continues efforts to rebuild supply chains. Japan contends with lingering public skepticism fueled by the Fukushima disaster’s legacy. South Korea’s ambitions to expand into the nuclear fuel cycle have occasionally caused tensions with Washington. Furthermore, the deployment of SMRs entails considerable risks, including the need for stringent systems encompassing fuel supply, waste management, licensing, safeguards, and international monitoring. Ensuring strong commitments to nuclear safety, security, and nonproliferation will be crucial to preventing strategic opportunities from evolving into security liabilities.

Beyond commercial competition, the trilateral agreement signifies a shift toward durable institutional cooperation among the three allies, moving from summit declarations to practical partnerships that may outlast political changes. By shaping technical standards, supply chains, and training programs, the collaboration is positioned to influence the Indo-Pacific’s energy landscape and strategic architecture for decades.

For Japan, this initiative underscores the increasing importance of economic and technological statecraft amid a more assertive China, supplementing traditional military deterrence with influence rooted in critical infrastructure. As the competition to develop the region’s nuclear infrastructure intensifies, the stakes extend well beyond energy supply to encompass the broader question of which powers will shape the Indo-Pacific’s strategic order into the 21st century.
