Singapore authorities have announced a series of measures aimed at enhancing road safety amid rising traffic fatalities and violations, as well as addressing the challenges posed by an ageing population and advancing vehicle automation.
Between 2021 and 2025, Singapore experienced a 24 percent increase in road traffic fatalities and a 38 percent rise in traffic violations. In response, the police on July 31 unveiled plans to tighten the demerit points system, which will come into effect in January 2027. Under the revised framework, drivers will face license suspension after accumulating 18 points instead of 24, while probationary drivers will have their licenses revoked upon reaching 12 points, down from the current threshold of 13.
Complementing these adjustments, the Road Traffic (Miscellaneous Amendments) Bill proposes increased penalties for serious offenses, lower allowable blood alcohol limits, and an expanded definition of mobile phone-related infractions to include simply holding a device while the vehicle is in motion—removing the necessity to prove actual usage.
These legislative changes primarily target motorists who consciously engage in risky behaviors such as drink-driving or distracted driving. The emphasis is on deterrence through clearer rules, credible enforcement, and meaningful consequences to reduce preventable accidents.
However, experts note that focusing solely on driver culpability does not capture the full scope of road safety concerns in Singapore’s evolving context. The city-state’s population is rapidly ageing, with residents aged 65 and older making up 20.7 percent of citizens in 2025—a figure projected to approach one-quarter by 2030. This demographic shift is reshaping mobility patterns and road risk profiles.
While older drivers must undergo medical evaluations to maintain their licenses, a significant portion of traffic fatalities among seniors occur not behind the wheel but as vulnerable pedestrians. In 2025, elderly individuals accounted for nearly 75 percent of pedestrian deaths despite comprising only 12.9 percent of the population, with fatalities rising from 18 in 2024 to 27 the following year.
This disparity underscores the need for infrastructure and policy adaptations rather than stricter penalties targeting older road users. Initiatives such as "Silver Zones," which incorporate narrower roads, reduced speed limits, and longer pedestrian crossing times, have markedly decreased accidents involving senior pedestrians. Additionally, the "Green Man+" system offers older pedestrians extra crossing seconds at over 1,000 intersections, supporting safer mobility.
Simultaneously, Singapore is investing heavily in transport automation, committing S$800 million over the next five years to research and innovation in autonomous vehicle (AV) technologies. Trials of autonomous shuttles are underway, notably in Punggol, where residents can experience fixed-route driverless transport. Grab recently launched an on-demand AV pilot in the same area, targeting access to clinics, markets, and transit hubs, with public availability planned by the end of 2026.
The introduction of automated vehicles raises important questions about responsibility and control. Driving encompasses a range of tasks including perception, decision-making, and response to unexpected events. While fully autonomous vehicles relieve passengers of operational duties, partially automated systems often require human drivers to remain alert and intervene promptly—demands that may conflict with the diminished reaction capabilities associated with ageing.
Recognizing this complexity, Singapore’s ongoing public consultation on AV legislation seeks to clarify the allocation of driving tasks among AV developers, fleet operators, onboard safety personnel, and remote operators. Current trials integrate safety operators onboard combined with remote monitoring teams, with the goal of eventually transitioning to fully autonomous operation where intervention is reserved for rare situations.
Accountability, therefore, will rest with the entities designing and managing these systems rather than individual passengers. Clear communication of roles and limitations will be essential to maintain public trust and ensure safety as automation becomes more widespread. Singapore’s approach emphasizes transparency and calibrated regulation, aiming to avoid overpromising on technology capabilities while supporting safe, independent mobility for all residents.
As Singapore confronts the intertwined challenges of a super-aged population and an increasingly automated transport environment, its evolving road safety framework reflects broader goals: deterring deliberate risky behavior, enabling mobility adapted to changing capabilities, and assigning responsibility appropriately in a shared human-machine driving landscape.
