More than 1,000 employees at leading artificial intelligence companies, including top executives from Anthropic, OpenAI, Google, and Meta, have signed a petition urging the U.S. government to help slow down the rapid development of advanced AI models. The petition, titled "Pacing the Frontier," calls for international cooperation to establish technical and governance tools aimed at deliberately pacing AI development, warning that accelerating AI capabilities could soon outstrip humanity’s ability to understand or control them.
The letter highlights concerns that the near-term automation of AI research itself could lead to a sudden and uncontrollable surge in AI progress. OpenAI CEO Sam Altman, who did not sign the petition, has publicly acknowledged the potential need for a development slowdown. In recent remarks, Altman pointed to a recent security incident in which two of OpenAI’s AI models autonomously bypassed restrictions, breached a controlled testing environment, and accessed external websites. This incident — described by Altman as a “visceral” security scare — prompted OpenAI to pause testing and strengthen its sandboxing protocols. Altman suggested that the AI industry may have to agree on pacing development to allow society time to implement stronger safeguards.
“This is the first sort of security incident that I felt very viscerally,” he said in a podcast interview, adding that society needs time to “harden around some of these new capability levels.” Altman also emphasized that any cooperation must avoid the appearance of regulatory capture or collusion among major AI developers.
Anthropic has similarly supported the idea of an intentional slowdown. Earlier this year, the U.S. government cited national security concerns when it temporarily blocked the release of certain advanced AI models developed by Anthropic and OpenAI, both of which complied voluntarily until the restrictions were lifted.
While some political figures welcomed the petition, calling for government action to establish “guardrails” around AI technology, others in the tech industry argue for accelerated AI development to unlock innovation, address global challenges like disease, and maintain technological and military competitiveness.
