The recent resignation of AI safety researcher Jacob Coxon from Anthropic has intensified the ongoing debate about the risks and governance of advanced artificial intelligence. Anthropic’s CEO, Dario Amodei, has responded with a detailed proposal aimed at managing the pace of AI development to reduce the risk of unintended consequences. In a 3,800-word letter titled “We Must Pace the Frontier,” Amodei outlines a strategy designed to avoid or delay potentially catastrophic AI outcomes. The letter has drawn endorsements from prominent AI leaders including OpenAI CEO Sam Altman, xAI’s Elon Musk, Google DeepMind’s Demis Hassabis, and Microsoft CEO Satya Nadella.
The concept of “pacing the frontier,” though somewhat abstract, originates from Formula 1 racing where a pace car regulates speed to ensure safety under dangerous conditions. Amodei emphasizes that pacing does not equate to halting progress; rather, it seeks to moderate the speed of AI advancement so safety mechanisms can be adequately developed and implemented.
Amodei identifies rapid AI development as driven primarily by recursive self-improvement—an accelerated feedback loop in which AI systems improve themselves autonomously. His proposal includes three key components: first, integrating independent third-party evaluators within AI companies to monitor and assess system safety, a step Anthropic has committed to initiating immediately. Second, he calls for leading AI developers in democratic nations to agree on unified safety standards and establish limits on unchecked AI growth, with governments stepping in where necessary. Third, he suggests that a broader international agreement should eventually include authoritarian states to address global risks.
Amodei’s plan aims to reassure stakeholders concerned about preserving America’s leadership in AI while promoting coordinated governance to mitigate hazards. He advocates for imposing a “speed limit” on AI self-improvement, allowing a slower rate of progress without stopping innovation entirely. The proposed slowdown is intended to create a window of one to two years for deeper research into AI interpretability, alignment, and testing.
However, some critics question the pacing approach, arguing it may serve to protect Anthropic’s competitive position through regulatory advantages. Supporters of Amodei counter that pacing in its intended form removes competitive disparities by equalizing progress among developers.
Yet, experts such as Stuart Russell, a computer science professor at the University of California, Berkeley, and president of the International Association for Safe and Ethical Artificial Intelligence, caution that merely slowing AI development is insufficient. Instead, he insists safety requirements must be established upfront and progress allowed only once those standards are met, underscoring humanity’s fundamental right to self-protection.
