Oman has signed investment agreements exceeding RO 1 billion for a series of housing, tourism, and service projects as part of the Urban October 2026 program. The agreements encompass 20 partnerships, development deals, and tender awards across various locations including Sultan Haitham City, Al Thuraya City, Khazaen Economic City, Khasab, and several integrated residential neighborhoods under the Surooh initiative.

The Ministry of Housing and Urban Planning (MoHUP) formalized eight agreements related to Surooh-program neighborhoods, with a total investment value of RO 186.6 million. These projects aim to deliver approximately 2,443 housing units over an area of around 1.74 million square meters. According to Nasser bin Khamis al Siyabi, Director-General of Real Estate Development at MoHUP, the developments include roughly 1,850 residential units alongside nearly 600 residential plots. The ministry emphasized that these initiatives seek to broaden housing options for citizens and encourage private sector investment in integrated residential communities.

Key Surooh projects span multiple governorates. In Al Seih Al Ahmar, Bidbid, Dream Villa will develop 355 housing units valued at RO 20.86 million. In Waihi Al Mar, Bahla, Al Mukhattat International Investments is responsible for 175 units with a project value of RO 13.32 million. Kethban Real Estate’s development in Raddat Al Busaid, Nizwa, is valued at RO 28.83 million and includes 214 units. Other developments include 97 units in Al Khadra Al Jadeeda, Al Buraimi (RO 12.04 million), 271 units in Al Amjad neighbourhood, Al Rustaq (RO 2.75 million), 321 units in Al Rafaa, Sohar (RO 4.85 million), 430 units in Falaj Al Sham, Bausher (RO 57 million), and 580 units in Taqah, Dhofar (RO 47 million).

Additional investments in Al Thuraya City involve the Zawaya Group’s development of neighbourhood 5C with RO 45 million, and Al Nama Real Estate’s work on neighbourhoods 5A and 5B valued at RO 55 million. Consultancy services for the detailed master plan of Al Thuraya City’s third phase were awarded to BIG for RO 4.5 million. In Khazaen Economic City, Mada Group signed an agreement for an integrated residential neighbourhood worth RO 50 million. The Kumzar Residential Scheme in Musandam saw Al Saaiq Company awarded tenders for constructing a government school and a health center with a combined investment of RO 5 million.

Tourism sector investments represent the largest portion of funding in the current program. The Al Bandar project attracted RO 700 million in investment, while Oman Tourism Development Company (OMRAN Group) signed an agreement for a waterfront development at Sultan Qaboos Port. Masa Al Qurm Development is advancing the Yankat Hills project with up to RO 80 million in investment; the destination will feature a five-star hotel with 100 rooms, 300 resort-style residential units, and 35 retail outlets, according to Tariq bin Abdul Latif al Zadjali, the company’s CEO.

In Taqah, Dhofar, Al Dhahab Real Estate is developing a residential and commercial complex valued at RO 40 million, which will include over 580 residential units alongside a commercial strip overlooking the Arabian Sea. Ali Mohammed Ba Omar, CEO of Al Dhahab Real Estate, highlighted the scale and coastal location of the project.

Urban October 2026, organized by the Ministry of Housing and Urban Planning, is set to continue through October 8, underscoring Oman's ongoing commitment to expanding its housing and tourism infrastructure.
