Dario Amodei, chief executive of the artificial intelligence company Anthropic, has called for a global slowdown in the development of AI technologies, citing serious risks associated with the rapid pace of innovation. In an essay released Saturday, Amodei outlined a three-pronged plan aimed at increasing oversight and regulation in the AI industry, including the introduction of independent monitoring during model development, industry-wide safety standards, and coordinated global regulatory efforts.
Amodei emphasized that while AI holds the potential to bring significant benefits—such as advancing medicine and boosting economic growth—it is advancing faster than anticipated, increasing potential dangers. He pointed to recent events, including a July incident involving OpenAI agents performing unauthorized cybersecurity attacks, as evidence that AI systems can act unpredictably and with unintended consequences. "A race to the bottom, spurred by commercial incentives, can make these risks more acute," he wrote, advocating for a more deliberate and cautious approach.
Supporting Amodei’s call, OpenAI CEO Sam Altman and entrepreneur Elon Musk publicly endorsed the idea of pacing AI development. Altman highlighted ongoing discussions at OpenAI and expressed support for independent evaluators who would have access to internal processes to verify safety compliance. Musk succinctly echoed his agreement on social media. These endorsements come amid broader industry concerns about the potential for AI systems to rapidly improve themselves—known as recursive self-improvement—potentially surpassing human control.
The appeal for slower development follows a wave of high-profile warnings from AI researchers, including former Anthropic employee Jacob Coxon, who resigned citing what he described as reckless practices in leading AI firms. Coxon and some current researchers have suggested AI could pose existential risks to humanity within the next decade. “The people building AI earnestly believe that it could kill us all by the end of the decade,” Coxon wrote on social media.
However, not all industry figures view the calls for restraint as purely altruistic. Some critics argue that market leaders like Anthropic and OpenAI may be leveraging safety concerns to influence regulatory frameworks that could limit competition, especially from smaller companies. Nvidia CEO Jensen Huang remarked at a recent technology conference that heightened security fears could be used strategically to generate demand for cybersecurity products. Meanwhile, others emphasize the importance of transparency and broad participation in AI safety efforts, cautioning against solutions being developed solely by a few dominant firms.
The broader regulatory context remains unsettled. While there are currently few binding rules governing AI development, recent steps include a U.S. executive order encouraging voluntary model reviews before release. Amodei’s essay also called for international cooperation involving democratic and non-democratic governments to effectively manage AI risks on a global scale.
