The Arab Postal Regulation Forum 2026 commenced Sunday in Doha, marking the first event of its kind in the Arab region focused on postal sector reform. The two-day forum is held under the theme "Postal Sector Reform in the Arab Region: Enabling Innovation, Competition and Sustainable Digital Trade" and is organized by Qatar’s Communications Regulatory Authority (CRA) in collaboration with the Universal Postal Union (UPU) Regional Office for the Arab Region.
The forum convenes senior postal policymakers, regulators, and stakeholders from across the Arab world to discuss regulatory challenges and opportunities amid rapid technological advancements and evolving market demands. It serves as a platform to promote dialogue, exchange regulatory experiences, and enhance regional cooperation in postal governance aligned with international standards and UPU guidelines.
Eng. Ahmad bin Abdulla al-Muslemani, president of the CRA, emphasized Qatar’s commitment to fostering cooperation among Arab postal regulators and policymakers. He highlighted the sector’s ongoing transformations due to technology and shifting consumer needs, underlining the necessity for adaptive and efficient regulatory frameworks that support innovation, competition, and trust in postal services. Al-Muslemani expressed optimism that the forum would produce the “Doha Recommendations,” a set of shared guidelines aimed at strengthening regional postal regulation and enhancing the sector’s readiness for future economic and technological shifts.
Sheikha Noor bint Hassan al-Thani, manager of the UPU Regional Office for the Arab Region, noted the forum’s important role in uniting policymakers and regulators to address common priorities and challenges. She highlighted the event as an opportunity to bolster coordination and exchange best practices among Arab countries, with a focus on crafting practical outcomes to support regulatory frameworks that keep pace with the sector’s ongoing changes.
Key discussions at the forum over the two days cover a wide range of regulatory topics including licensing and market access, competition in digital postal markets, consumer rights, quality of service, complaints handling, transparency, data protection, and privacy. Additional subjects include digital transformation technologies such as artificial intelligence, regulatory sandboxes, interoperability, cybersecurity, automation, and drone integration. The agenda also addresses enhancing customs cooperation, postal security, cross-border data governance, supply chain resilience, crisis preparedness, and business continuity.
The forum aims to further explore the future of universal postal service, focusing on its accessibility, affordability, digital inclusion, and sustainable financing models. Held within the framework of the UPU’s regional postal policy and regulation project for 2026-2029, the event is expected to conclude with the adoption of the Doha Recommendations, which will identify priority regional actions and promote continued collaboration to advance postal regulatory frameworks throughout the Arab region.
