After years of attempts and setbacks, Rhode Island is set to welcome its first Costco warehouse club, with plans underway for a Smithfield location scheduled to open in 2028. This development marks the final New England state to receive a Costco, a retailer widely known for its bulk discount items, rotisserie chickens, and $1.50 hot dogs.

The announcement comes amid growing local anticipation. Helena Foulkes, the Democratic nominee for governor and a member of Costco’s board, confirmed the plans. Rhode Island had previously seen multiple efforts to establish a store, including proposals in Cranston and Warwick, but these were ultimately abandoned. Former Rhode Island Governor Gina Raimondo also serves on Costco’s board.

Smithfield’s selection as the site emerged after community and official involvement. John Tassoni, Smithfield Town Council president, noted that the plan has been developing for roughly 18 months. The store will be located on a vacant property once occupied by the Smithfield Peat Company, situated off Routes 116 and 7 near Bryant University, with convenient access to Interstate 295.

Tassoni recounted his efforts to attract Costco directly after the Cranston proposal fell through two years ago. Although initial contact went unanswered, the company began showing interest subsequently. To date, there have been no formal discussions with Smithfield officials about tax incentives; however, it is expected that Costco will apply for possible tax breaks and zoning adjustments later this year.

One regulatory hurdle involves liquor sales. Rhode Island prohibits alcohol sales in grocery stores unless special permission is granted by the state legislature. Tassoni expressed skepticism that Costco would obtain a liquor license without such approval.

The Smithfield store is projected to create approximately 200 jobs, providing a boost to the local economy. Costco did not respond to requests for comment.

Meanwhile, Joe Paolino, former Providence mayor and current owner of Providence Place Mall, has expressed ongoing interest in attracting a Costco to the city. He indicated that early discussions with the retailer revealed a preference for a single-story layout with ample parking, which may not align with a multi-level mall location. Paolino characterized his efforts as a “long shot” but remains hopeful about future opportunities.

Costco, headquartered in Issaquah, Washington, has developed a strong brand with its Kirkland Signature products and value sales model. The closest existing Costco to Rhode Island shoppers is located in Sharon, Massachusetts, about a 30-minute drive from Providence. Foulkes highlighted the benefit of a local store, noting that many Rhode Islanders have grown weary of traveling to Massachusetts to shop at Costco.

With construction expected to commence soon, the new Smithfield Costco is anticipated to become a significant retail addition in Rhode Island by 2028.
