Australia’s Defence Department has reopened the procurement process for a new military communications satellite to be positioned in geostationary orbit above the Indo-Pacific region, reviving a scaled-back version of a previously shelved plan. The new initiative, announced last week through a request for tender, calls for a single ultra high frequency (UHF) satellite capable of handling voice and data traffic, replacing the earlier proposal for a network of three to five satellites.

The original program, known as JP9102, was abruptly cancelled in 2024 by Defence Minister Richard Marles, who cited concerns over the vulnerabilities of satellites to being targeted and destroyed in hostile environments. Defence had already invested approximately $102 million in the JP9102 project, which included a 2021 tender that was awarded to US aerospace firm Lockheed Martin. The cancellation reportedly resulted in the company absorbing losses estimated at $300 million.

Under the revived plan, the first contract award is not expected until mid-2027 at the earliest, with the successful bidder then given up to five years to deliver operational capability. Future procurement stages are expected to seek wideband satellites and upgraded ground control systems to support higher data volumes.

Current Australian Defence Force (ADF) UHF communications rely on an aging Optus satellite launched in 2003, supplemented by leased capacity on Intelsat 22, itself an older system. Experts warn these platforms risk becoming obsolete, raising concerns about potential capability gaps.

James Paterson, the opposition defence spokesman, criticized the government for what he described as prolonged delays and indecision. He said the new plan closely resembles the original program and lamented the lack of progress despite increasing strategic challenges in the Indo-Pacific. “The most precious resource right now for Australia’s defence is time,” Paterson said, urging urgency given the evolving security environment.

Defence industry figures have also expressed concern that repeated cancellations and shifts in direction may undermine opportunities for Australian companies to contribute to future satellite communications projects. A defence insider characterized the latest tender as extracting only a portion of the original scope, describing it as a step backward for domestic industry involvement.

Dr Malcolm Davis, a senior analyst at the Australian Strategic Policy Institute, highlighted the risk of a capability gap if delivery timelines continue to slip. He noted that while the ADF will likely maintain access to the US Wideband Global SATCOM system and may use commercial services such as Starlink for non-critical functions, Australia will lack a sovereign-controlled military satellite communications capability despite over a decade of development efforts.

Minister Marles defended the revised approach, stating that it reflects advances in technology and the need for more resilient, distributed communication solutions that address emerging threats to satellite platforms. He emphasized a commitment to delivering a capability that is more timely, cost-effective, and less vulnerable to attacks.
