In the forests of Nagano, Japan, a new approach to managing the region’s Asiatic black bear population is emerging as an alternative to lethal control methods commonly used to prevent human-bear conflicts. Since 1995, a management program aimed at promoting coexistence has involved trapping, tagging, and monitoring bears to better understand and mitigate their interactions with local communities.

Scientist Akiko Takii, part of the research team, described capturing a young female bear estimated to be about a year and a half old—too small to carry a GPS tracker—and subsequently releasing her after collecting biological samples. The efforts are focused on maintaining a stable bear population by reducing unnecessary killings and encouraging bears to live natural lifespans, while employing additional measures to limit encounters between humans and the animals.

Among these supplementary tactics are the use of specially trained Karelian Bear Dogs to deter bears from residential and agricultural areas, as well as the installation of over 3,000 kilometers of fencing along farms, towns, and rivers. Bears that penetrate these barriers are tranquilized, tagged, and relocated to more remote areas.

Officials credit the initiative with an overall increase in bear numbers in the mountainous region of Honshu Island, although exact population figures remain difficult to determine. The program has also reportedly contributed to a decline in direct interactions between people and bears.

Despite these achievements, bear-related incidents remain a significant concern across Japan. The Environment Ministry reported six fatalities caused by bears since April 1, following a record 13 deaths in the previous financial year. Last year saw a doubling of bear sightings nationwide, with animals increasingly appearing near the outskirts of towns and cities. Experts attribute these trends to a complex mix of factors, including fluctuating food availability, particularly of acorns, and potential influences from climate change.

Demographic shifts, notably rural depopulation and urban migration, have also played a role. The decline in human presence has left forests, farmland, and buffer zones less regularly managed, creating environments that attract bears. Shuichi Kitoh, professor emeritus of environmental ethics at Tokyo University, noted that the reduction in human engagement with natural areas has allowed persimmons and other fruit to grow unharvested, drawing bears further from their traditional habitats.

As Japan faces the challenge of balancing wildlife conservation with public safety, this evolving management strategy represents a nuanced effort to foster coexistence between humans and bears, addressing ecological and social dimensions of the issue.
