Recent events—including the severe haze episodes affecting Malaysia and the catastrophic glacier collapse in Nepal—highlight how localized crises can rapidly escalate into cross-border emergencies with extensive human and economic costs.
The recurring haze problem in Malaysia, primarily originating from forest fires in Indonesia, remains a persistent concern despite long-standing efforts to address it. On September 4, 2026, a state of emergency was declared in Serian, Sarawak, after the Air Pollution Index (API) soared to 521, indicating hazardous air quality conditions. This surge in pollution is linked to extensive fires detected by satellites across Kalimantan and Sumatra, prompting the ASEAN Specialised Meteorological Centre to issue its highest risk alert for the southern region.
