A group of the United Kingdom’s leading pension providers is exploring the establishment of a new investment vehicle aimed at supporting high-potential British private companies. The proposed UK Scale-up Fund would bring together major pension managers, including Railpen, Nest, and Border to Coast, to deploy capital into innovative ventures in science and technology.
Railpen, which manages £34 billion primarily for railway pension schemes, Nest, the government-backed workplace pension scheme, and Border to Coast, responsible for approximately £120 billion in assets, are among the key stakeholders involved in discussions. The fund is anticipated to manage over £1 billion, with backing from the government emphasizing its capacity to target premier opportunities emerging from UK innovation.
According to government statements, the UK Scale-up Fund would provide a platform to link institutional capital with promising companies, founders, and venture managers, supporting the next generation of British innovation. Andy Burnham, the Mayor of Greater Manchester, highlighted the initiative’s potential to foster widespread economic growth by channeling pension investment into technology and entrepreneurship that could drive industrial renewal and job creation across the country.
The British Business Bank, the state’s economic development agency, is supporting the talks, which remain in early phases. Details regarding the fund’s exact mandate, structure, and investment strategy have yet to be finalized or publicly disclosed.
The initiative comes amid ongoing concerns about the slow pace of pension funds’ investment in UK private companies. Reports indicate that the Business Growth Fund, the nation’s most active private equity investor in British companies, recently postponed a planned £500 million fundraising round, citing hesitancy from pension funds as a contributing factor.
This proposed collaboration marks an effort to overcome those challenges by aligning large pools of institutional capital with the goals of UK-based innovation and business growth.
