The latest report from the Auditor-General has drawn attention to significant financial inefficiencies within the country’s public sector, highlighting billions in unrecovered loans alongside persistent delays and cost overruns in major infrastructure projects.

According to the report, loan arrears have accumulated to RM9.27 billion over several decades, yet only about 5% of this amount has been successfully recovered. In addition, five government ministries reportedly failed to reclaim RM68.81 million in overdue contractor advances, further exacerbating concerns about fiscal management and accountability.

Infrastructure projects have also faced setbacks. The Littoral Combat Ship (LCS) warship project continues to lag behind schedule amid ongoing challenges, while the Sabah Pan Borneo Highway remains stalled. The highway project has experienced a substantial increase in costs, with estimates rising by approximately RM1 billion since its inception. These delays and escalating costs point to ongoing issues in project governance and execution.

On the broader fiscal front, statutory debt has climbed to RM1.295 trillion. Despite reaching this level, the debt-to-GDP ratio remains below the statutory ceiling of 65%, suggesting that the country has not yet breached its legally mandated borrowing limits. However, the rising debt level has generated calls from various groups urging stricter enforcement of debt recovery measures and enhanced financial discipline to prevent further strain on public finances.

Advocates for reform have also emphasized the need for institutional improvements, including more robust debt collection mechanisms and the optimization of subsidy programs tied to the national identification system, MyKad. These steps, they argue, are necessary to improve efficiency and ensure that government resources are directed appropriately.

The Auditor-General’s report underscores ongoing challenges in managing public funds and executing national projects, renewing debates on fiscal responsibility and governance reforms aimed at strengthening financial oversight.
