A Midtown Manhattan high-rise undergoing conversion from office space to residential use has been found to have more structural deficiencies than previously disclosed, according to recently obtained public documents and expert analysis. The building, located on East 42nd Street near Grand Central Terminal, was evacuated and remains under a city-imposed stop work order following a partial structural failure in July.
The building’s instability was first revealed on July 7 when two steel columns on the 21st floor buckled during construction activities related to adding floors atop the existing structure. This prompted a shutdown of the surrounding area, stretching roughly from 40th to 45th Streets between First and Third Avenues, affecting local businesses and hotels. Although the immediate safety concerns were resolved and the area later reopened, the investigation into the causes of the incident has continued.
Documents obtained through a request to the New York City Department of Buildings reveal that, beyond the two buckled columns, eight additional columns on the 33rd, 34th, and 35th floors were found to have missing or inadequate steel reinforcements. These deficiencies include missing steel plates or plates shorter than specified, referred to in engineering plans as “missing/partial length.” The plates, including stiffener plates meant to maintain structural continuity, are critical to supporting new floors constructed above the original building.
Independent structural engineers reviewing the plans noted that the incomplete reinforcements indicated a failure in oversight during construction. Daniel Linzell, a structural engineer and dean of engineering at Worcester Polytechnic Institute, described the missing or partial plates as clear indications that the columns were not properly strengthened as designed. He characterized the issue as a rare but serious lapse in construction supervision. Joe DiPompeo, former president of the Structural Engineering Institute at the American Society of Civil Engineers, observed that the blue boxes marking the affected columns on the drawings signify the need for rework on the same kind of problem that caused the initial buckling.
The documented deficiencies were found in drawings submitted by the engineering firm Thornton Tomasetti and approved by the city. The plans reference “repairs per GACE’s structural drawings,” with GACE being the engineering company responsible for designing the building's steel structure. Both firms declined to comment on the findings.
City officials have not released details on when the additional column issues were discovered or how they relate to the initial failure. The New York City Department of Buildings, while declining to address specific questions, stated that a comprehensive investigation into the incident is underway in coordination with law enforcement. The department emphasized its commitment to public safety.
Several engineers consulted noted that the problems with these eight columns appear unrelated to the structural failure itself and that no further collapses have been reported beyond the two known buckled columns. Still, the emergence of further deficiencies has intensified scrutiny on the project's construction quality and oversight.
The 37-story building, a former Pfizer headquarters, is being transformed with the addition of four new floors and a substantial vertical extension. As work remains halted, the exact cause of the initial collapse and responsibility for the construction oversights continue to be subjects of investigation.
