AMARAVATI, Andhra Pradesh — Construction is underway for Amaravati, the new capital city of Andhra Pradesh, aimed at becoming one of India’s most advanced and livable urban centers. Spanning extensive land along the River Krishna, the project is a large-scale urban planning effort led by Andhra Pradesh’s Chief Minister N. Chandrababu Naidu, who envisions a city integrating cutting-edge technology, sustainability, and modern infrastructure.
Engineers and workers are involved in various phases of development, from rerouting water through a network of canals to erecting buildings set to host India’s largest quantum computer as part of a dedicated “Quantum Valley.” The project’s design, created by British architect Norman Foster, incorporates a grid layout featuring government offices, waterways, bike lanes, and green spaces that will cover an estimated 60% of the city. Key administrative buildings include five high-rise towers for state employees and a central legislative assembly building adjacent to a freshwater lake.
With more than 25,000 laborers active on-site daily, Amaravati aims to become a model for urban development in India and beyond, where rapid population growth and climate challenges have strained existing cities. The government has positioned the capital as a hub for technology and innovation, promising to attract major companies and create job opportunities. The “Quantum Valley” campus, financed with hundreds of millions of dollars, is expected to accommodate tens of thousands of engineers by 2029 and will host a cutting-edge 156-qubit IBM quantum computer in a specially designed, vibration-resistant building.
The project carries significant political and economic importance for Andhra Pradesh. The state was divided in 2014, leading to Hyderabad—the previous capital and technological center—becoming part of the new state of Telangana. Losing Hyderabad was a major setback for the state’s finances and ambitions. Following this, Mr. Naidu embarked on developing Amaravati on fertile agricultural land, despite advice from experts recommending decentralized governance. This decision drew criticism for the use of valuable farmland and concerns about the feasibility of such a concentrated capital.
Work on Amaravati faced interruptions after Mr. Naidu, who served as chief minister from 2014 until 2019, was voted out of office amid allegations of corruption and nepotism. During his absence, the project stalled, and the succeeding government explored alternative plans. Mr. Naidu returned to power in 2022, regaining support from Prime Minister Narendra Modi and securing legislation to establish Amaravati conclusively as the state capital. This political backing has facilitated the inflow of funding and renewed momentum, with a focus on accelerating construction.
Despite the optimism, challenges remain, including financial risks, governance hurdles, and attracting long-term residents. Labor availability has fluctuated due to electoral cycles, and rising fuel prices linked to global conflicts have increased costs. India’s history of infrastructure setbacks, such as collapsing bridges and flooded airports, also casts uncertainty on the project’s future.
Still, the government views Amaravati as a symbol of technological advancement and urban transformation. Mr. Naidu has personally committed to the project’s progress and often visits the site, where the landscape is rapidly changing from rural farmland to a futuristic city. Experts like V. Kamakoti, director of IIT Madras, have urged the state to invest in emerging technologies like quantum computing to secure India’s place in global innovation.
For Andhra Pradesh, Amaravati represents more than a city; it is a test of the state’s ability to redefine its economic and political destiny through ambitious urban planning and technological leadership. How effectively it balances these aspirations with practical challenges will influence perceptions of India’s urban future.
