Qatar’s Cabinet approved amendments to the executive regulations governing government tenders and auctions during its regular meeting on Wednesday, aiming to enhance the efficiency, flexibility, and transparency of public procurement processes. The session was chaired by Prime Minister and Minister of Foreign Affairs HE Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani at the Amiri Diwan.
The amendments, developed by the Ministry of Finance in coordination with relevant authorities, are designed to improve the procedures for government purchasing and contracting. The updated provisions seek to maintain necessary safeguards while promoting fair competition and transparency. Additionally, the changes aim to strengthen local-value programs within government procurement, supporting broader economic development goals.
In addition to the procurement reforms, the Cabinet approved a draft law regulating artistic professions, which will now be forwarded to the Shura Council for consideration. Prepared by the Ministry of Culture, the legislation intends to provide a comprehensive legal framework for professional artistic activities in Qatar. This framework is expected to support creativity and artistic production, protect the rights of artists, and enhance the cultural sector’s contribution to social development and the creative economy.
The draft law aligns with Qatar’s Third National Development Strategy 2024-2030 and outlines the artistic fields covered, licensing requirements for performances, and the responsibilities of event organizers. It also proposes the creation of a permanent committee dedicated to overseeing artistic professions and defines its duties. Special provisions address the participation of children in artistic activities, including protections for their rights and privacy.
Further expanding international cooperation, the Cabinet approved a draft memorandum of understanding between Qatar’s Ministry of Municipality and Spain’s Ministry of Agriculture, Fisheries and Food. The agreement focuses on collaboration in agriculture, livestock, and food security, reflecting shared interests in enhancing these sectors.
