Qatar’s Cabinet convened at the Amiri Diwan on October 21, 2026, under the chairmanship of HE the Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim al-Thani. The meeting addressed a range of domestic and international matters, including the approval of a draft law adopting the state’s general budget for the fiscal year 2027, which will now be referred to the Shura Council for further consideration.

At the outset of the session, the Cabinet welcomed the recent state visit of French President Emmanuel Macron to Qatar, which concluded the previous day. The discussions between His Highness the Amir Sheikh Tamim bin Hamad al-Thani and President Macron focused on deepening bilateral cooperation and strengthening the strategic partnership between the two countries. Key areas highlighted included economic collaboration, investment, security, defence, and regional developments. The Cabinet noted that the visit marked a significant advancement in the historic ties between Qatar and France, characterized by expanded mutual investments, enhanced cooperation across various sectors, and an atmosphere of friendship. These developments are expected to foster mutual understanding, joint coordination, and contribute to regional and global stability, security, and peace.

The Cabinet also reflected positively on the ninth meeting of the Qatar-Singapore High-Level Joint Committee, held in Doha on October 19 and co-chaired by HH the Amir and Singapore Prime Minister Lawrence Wong. The joint statement from the meeting underscored progress in bilateral relations and a mutual commitment to elevating ties to a strategic partnership.

Additionally, the Cabinet commended HH the Amir’s participation in the Seventh Summit of the Conference on Interaction and Confidence Building Measures in Asia (CICA), held earlier this month in Baku, Azerbaijan. The summit’s outcomes were viewed as instrumental in enhancing cooperation among Asian countries and expanding development opportunities for their populations. On the sidelines of the summit, His Highness held meetings with Azerbaijan President Ilham Aliyev and Uzbekistan President Shavkat Mirziyoyev, signaling a shared intent to strengthen Qatar’s relations and cooperation with both nations.

Domestically, the Cabinet approved a draft Cabinet Decision to implement Law No. 11 of 2026 on the Owners’ Association. Developed in coordination with the Ministry of Municipality and the Real Estate Regulatory Authority, this decision aims to establish the necessary procedures and controls for enforcing the law effectively.

The Cabinet also approved several draft memoranda of understanding (MoUs): one on police cooperation between Qatar’s Ministry of Interior and Belgium’s Federal Police; another on energy cooperation between Qatar and Saudi Arabia; and a third concerning twinning arrangements between Doha Municipality and Cairo Governorate in Egypt.

The meeting concluded with reviews of the National Traffic Safety Committee’s annual reports for 2024 and 2025, a report on HE the Minister of Environment and Climate Change’s participation in Oman Climate Week (September 2026), and a report on HE the Minister of Justice’s attendance at the 15th United Nations Congress on Crime Prevention and Criminal Justice held in Abu Dhabi during September and October 2026.
