A public inquiry into the abuse of vulnerable adults at Muckamore Abbey Hospital in County Antrim has uncovered significant failures in care, describing the treatment of patients as “deeply troubling.” The facility, which serves adults with severe learning disabilities and mental health needs, was found to have allowed systematic bullying by staff, inappropriate use of restrictive practices, and excessive administration of “as needed” medication that in some cases left patients severely sedated.

Inquiry chair Tom Kark KC delivered the findings in Belfast, emphasizing that the mistreatment of patients had become normalized within the hospital. He acknowledged the unique circumstances surrounding the inquiry, which was conducted alongside the UK’s largest police investigation into alleged abuse at the facility. Several prosecutions related to the abuse remain ongoing. CCTV footage played a critical role in uncovering the extent of the mistreatment, according to the report.

“The people who lived at Muckamore Abbey Hospital deserved better and their families deserved better,” Kark stated.

Representing multiple families affected by the abuse, solicitor Claire McKeegan said the inquiry’s conclusions corroborate years of systemic failure and abuse endured by patients. She urged that those responsible for the failures be held accountable and that survivors and their families receive adequate redress. McKeegan highlighted that families’ concerns had frequently been dismissed or ignored before the inquiry’s findings.

“This report belongs to the families and to the patients, including those who did not live to see it,” McKeegan said, adding that while the families have been vindicated, achieving justice remains an ongoing challenge.

The inquiry issued 106 recommendations aimed at addressing the “profound catalogue of failures.” These included calls for improved external inspection mechanisms and significant reforms in governance within the Belfast Health and Social Care Trust (BHSCT), which oversees the hospital. The report underscored that prior warnings about the conditions at Muckamore Abbey were not acted upon effectively, contributing to the persistence of such widespread abuse.
