New York City’s subway system faces significant challenges in managing water intrusion amid increasingly frequent heavy rainfall events, underscoring vulnerabilities in aging infrastructure that were exposed again during Tropical Storm Ida. While Ida caused less financial damage than Hurricane Sandy, it highlighted the broader threat of inland flooding that is not addressed by coastal surge defenses.
Despite extensive post-Sandy investments to protect the city’s 520 miles of coastline, the Metropolitan Transportation Authority (MTA) received a fraction of the federal funding previously allocated, complicating efforts to upgrade critical pumping systems. Instead of billions, federal aid has amounted to tens of millions of dollars, limiting the agency’s capacity to bolster its defenses against recurring storm-related flooding.
A focal point of this infrastructure challenge is the pump facility at the 116th Street subway station in Manhattan, one of 286 similar pumping stations scattered throughout the underground network. Built during World War I and never significantly modernized since the 1980s, these pump rooms work continuously to remove an average of 13 million gallons of groundwater daily. However, during rainstorms, the volume surging into the subway system can increase dramatically.
At 116th Street, the pump room is a compact space next to the southbound platform, housing a sump pit where water drains off the tracks. Four pumps discharge water into the city’s sewage system—two pneumatic models operating at roughly half the rate of their electric counterparts. Monthly inspections of this aged equipment are routine, with workers maintaining logs that appear decades old, highlighting the dated nature of the infrastructure.
The current configuration struggles to keep pace with modern demands, particularly as extreme weather events become more common. Even on a dry day, a trickle seeps into the sump, illustrating the constant battle against underground water. The system’s antiquated piping and machinery reveal a stark contrast to the increasing climate threats it faces.
To address these issues, the MTA has allocated $477 million toward upgrading 14 pump stations, a significant investment in its capital program, though much of the broader system remains reliant on outdated technology. Agency officials emphasize that efforts focus on reducing runoff water entry and maintaining the integrity of critical defenses.

Drawing on his experiences with climate challenges in Colorado and Samoa, Wilson shifted his career toward climate mitigation after seeing the impacts of Hurricane Sandy firsthand in Queens’ Edgemere neighborhood. His work now centers on strengthening infrastructure resilience against evolving weather patterns, including preventing basement flooding and bolstering the subway’s pumping capabilities.
As New York City contends with rising climate risks, the condition of its subterranean pumping infrastructure serves as a reminder of the need for sustained investment and modernization to safeguard essential transit systems.
