Chelsea Football Club has been fined £10 million and handed a suspended two-window transfer ban following an appeal over breaches of Football Association (FA) regulations related to agents and intermediaries. The sanctions stem from 74 admitted violations covering FA rules concerning agents, third-party investment, and working with intermediaries.

The club’s new ownership, which was in the process of acquiring Chelsea from former owner Roman Abramovich in 2022, self-reported the breaches to the FA. Initially, an independent commission imposed a suspended six-point deduction alongside the fine. However, upon appeal, the points penalty was replaced with the suspended transfer ban.

The transfer ban, which would prevent Chelsea from signing players in two consecutive transfer windows, remains suspended until June 30, 2027, provided the club adheres to the regulations. This means the club will only face the transfer restrictions if further breaches occur within this period.

Chelsea has previously reached sanction settlements related to the matter with both the Premier League and UEFA. The latest ruling seeks to address the regulatory violations while allowing the club to continue its operations under the oversight of its current ownership.

The FA’s decision underscores ongoing scrutiny of compliance with rules regarding agents and third-party influence in football. Chelsea’s case highlights the challenges clubs face in navigating complex regulations around transfers and player investments.
