Chelsea Football Club has been fined £10 million and given a suspended two-window transfer ban following an appeal into breaches of Football Association (FA) rules relating to agents and intermediaries. The sanctions were confirmed by the FA on Thursday.

The club was initially handed a suspended six-point deduction in addition to the fine by an independent commission. However, after appealing, the points deduction was replaced by the suspended transfer ban. The suspension on both penalties will remain in effect until 30 June 2027.

Chelsea admitted to a total of 74 breaches involving FA regulations on working with agents, intermediaries, and third-party investment in players. These breaches were self-reported by the club’s new owners in 2022 during the acquisition process from former owner Roman Abramovich.

Chelsea had previously agreed to sanctions imposed by both the Premier League and UEFA related to the same matter. The club emphasized its cooperation with football authorities throughout the investigation. In a statement, Chelsea said it had “worked openly and transparently with all regulators, including voluntarily and proactively disclosing many thousands of documents.”

The disciplinary action marks a significant development in football governance enforcement amid increased scrutiny on club compliance with agent regulations. Chelsea’s willingness to self-report and cooperate played a role in the decisions to suspend rather than enforce immediate competitive penalties.
