In China’s southwestern Guizhou province, a surge in data center construction is transforming rural areas as the country accelerates its artificial intelligence (AI) ambitions. Among these developments is Huawei’s largest data center, located in Guian New Area, a region once characterized by barren hills but now dotted with European-style buildings and modern infrastructure.

This shift to rural locations forms part of Beijing’s "Eastern Data Western Computing" strategy, aimed at balancing the nation’s digital infrastructure by situating energy-intensive data centers away from the congested eastern seaboard. The government’s plan involves nearly doubling data center capacity within five years to support increasing demand for AI processing amid intensifying competition with the United States.

Guizhou offers several advantages for such development, including a cooler climate, abundant land, and significant renewable energy resources like solar and wind power. The Chinese government mandates that by 2030, data centers must derive 80% of their energy from renewable sources, making regions like Guizhou and Inner Mongolia particularly attractive. Analysts note that these data centers can also alleviate issues related to renewable energy overproduction by absorbing surplus power.

Local residents report tangible benefits from the influx of technology projects. Shopkeepers and street vendors describe improved transportation, increased trade, and new employment opportunities in the vicinity of the data clusters. Since construction began, two universities have opened in Guian New Area, and expanded road infrastructure has connected rural communities more effectively. “All the villagers in our neighborhood now find jobs nearby, unlike before, when they had to go to other places,” said local resident Li Xixiu.

Despite this positive local sentiment, experts caution that the broader economic impact on host regions may be limited. Andrew Stokols, a researcher at Singapore Management University, pointed out that data centers do not typically generate significant spillover effects in terms of local job creation. The expectation that these facilities could catalyze wider digital industry growth remains largely unmet.

Data from the Taiwan-based Research Institute for Democracy, Society and Emerging Technology (DSET) underscores this complexity. While Guizhou has experienced an average annual GDP growth of 7.4% over the past decade, its wage growth ranks near the bottom nationally. Researchers Cartus Bo-Xiang You and Angela Glowacki suggest that although data centers attract heavy investment in land and equipment, their contribution to rising local incomes is modest. They further note that substantial infrastructure spending and policy incentives have resulted in Guizhou carrying one of China’s highest provincial debt burdens, ranking 30th in debt-to-revenue and 27th in debt-to-GDP ratios in 2024.

Amid the global race for AI supremacy and mounting demand for advanced computing power, investment in data centers is expected to continue expanding in China’s rural west, even as debates persist regarding their long-term socioeconomic benefits for local communities.
