China’s recent export restrictions on critical minerals have prompted significant strategic responses from the United States, Australia, Japan, and other allied nations, leading to a gradual erosion of Beijing’s previously dominant position in these essential supply chains.
Chinese President Xi Jinping is scheduled to meet with U.S. President Donald Trump at the White House on September 24, ahead of the November 10 expiration of the current U.S.-China trade agreement that temporarily eased China’s export controls on key minerals. These minerals, which include rare earth elements critical to advanced manufacturing and national security technologies, have become a focal point of tension between the world’s two largest economies.
China began imposing export controls on several vital materials, such as gallium, germanium, graphite, antimony, tungsten, molybdenum, and various rare earths, starting in July 2023. These measures escalated over an 18-month period, culminating in a controversial licensing requirement in late 2025 that extended Chinese authority over products containing Chinese rare earths regardless of where they were manufactured. This move raised concerns over Beijing’s ability to leverage its near-monopoly in rare earth production to exert economic pressure globally.
However, these Chinese actions have spurred a coordinated multinational effort to reduce reliance on Chinese minerals. The Trump administration identified critical mineral dependence as a national security risk as early as 2017 and has since implemented a range of initiatives to establish alternative supply chains. These include expediting mining permits on federal lands, invoking the Defense Production Act for financing and loan guarantees, and substantially increasing the national stockpile of critical minerals.
One notable development is the July 2025 agreement involving U.S.-based MP Materials, which secured $550 million in financial backing and established a 10-year price floor for neodymium-praseodymium, a key rare earth element. This arrangement aims to shield suppliers from Chinese price manipulation, ensuring long-term commercial viability for new ventures outside China. Australia has also increased its investment, pledging at least $1 billion towards mining and processing projects, a commitment that had expanded to $3.5 billion by April 2026. Japan has joined these efforts with similar frameworks emphasizing pricing, financing, stockpiling, and rapid response mechanisms.
The trade truce agreed upon by Presidents Trump and Xi during their October 2025 meeting in Busan, South Korea, temporarily eased tensions by suspending some export restrictions and reducing tariffs. This pause provided a strategic window for the U.S. and its allies to accelerate efforts to diversify supply chains and reduce vulnerability.
In February 2026, the Trump administration launched Project Vault, the first U.S. strategic reserve for critical minerals in civilian industry, supported by $10 billion in government-backed financing and nearly $2 billion in private investment.
Despite these advances, China continues to exert pressure. In June 2026, Beijing added 10 American companies, including MP Materials, to its export control list. Nonetheless, experts note that the combined U.S.-ally initiatives, featuring pricing guarantees and long-term purchase agreements, have altered the market dynamics in ways that Beijing’s traditional leverage tactics cannot easily reverse.
Former Australian Prime Minister Scott Morrison, now vice chairman of American Global Strategies, remarked that China’s efforts to dominate this sector have inadvertently galvanized its trading partners into closer cooperation and innovative market solutions. He emphasized that sustained regulatory reform and expedited permitting will be essential to maintaining momentum as China’s export controls remain a strategic challenge.
As the U.S. and its partners prepare for President Xi’s upcoming visit and the expiration of the trade agreement, the evolving landscape suggests that multinational collaboration will be key to securing stable, diversified sources of critical minerals in the coming decade.
