China’s Communist Party has issued a new resolution emphasizing strict loyalty to the party and reinforcing its ongoing anti-corruption campaign. Adopted during a recent leadership meeting and publicly outlined in a communique on Thursday, the resolution aims to intensify internal discipline and uphold the party’s ideological purity.
The document highlights the importance of evaluating party members based on their adherence to the party’s values, which will include assessments of daily work performance, personal conduct, public statements, social relationships, and family background. While the resolution acknowledges that the party’s ranks are generally sound, it recognizes unresolved issues relating to ideological and organizational impurities, as well as problematic work styles.
The update provides a framework for the party’s anti-graft efforts, which have been underway for over a decade and have targeted millions of officials across China’s vast bureaucracy. The resolution calls for continuous, career-long oversight of cadres, including more rigorous examination of officials’ personal disclosures. It mandates investigations when there are discrepancies between officials’ declared income and the assets or expenditures of themselves or their family members. The scrutiny extends to family members’ business activities as well.
Addressing modern challenges in corruption, the party vowed to combat covert graft facilitated through technological means. This includes tackling proxy ownership, as well as the use of cryptocurrencies, blockchain technology, and cross-border financial flows to conceal illicit financial activity.
While reaffirming the principle of collective leadership, the resolution seeks to curb excessive reliance on the personal authority of leaders at lower levels of the party and government. However, this directive does not appear intended to reduce the consolidated power of the central leadership, where President Xi Jinping maintains strong control.
The resolution calls on all party members to firmly uphold Xi’s position as the “core” of the party and to align their thoughts, politics, and actions closely with the top leadership. Xi Jinping, in a speech introducing the resolution, stated that only through persistent and thorough self-governance, and by removing corrupting influences, can the party preserve its character and ensure the longevity of China’s political system for future generations.
The resolution comes approximately one year before a planned leadership reshuffle, during which Xi is expected to secure an additional five-year term as party leader.
