China is advancing efforts to transform its manufacturing sector through the promotion of zero-carbon factories, a move that aligns with global shifts toward sustainability but also presents challenges for smaller enterprises and regulatory credibility.

On January 1, the European Union’s Carbon Border Adjustment Mechanism (CBAM) took effect, imposing additional costs on export-oriented companies based on their carbon emissions. For Chinese steel producers, this adjustment could increase export expenses by as much as 690 yuan (approximately HK$800) per tonne, potentially reducing their competitiveness in international markets.

In response, five Chinese government agencies jointly issued new Guiding Opinions on Promoting the Construction of Zero-Carbon Factories. The policy framework aims not only to reduce environmental impacts but also to reframe carbon emissions from a liability into a measurable economic asset. By certifying a factory’s carbon reductions, renewable energy usage, and sustainability metrics through third-party verification, investments in energy-saving technologies and renewable installations may be recognized as tangible assets rather than operational costs.

This approach seeks to address information asymmetry around the ownership and valuation of environmental rights, facilitating the development of a “green balance sheet” or “green currency” with national credibility. China released its national zero-carbon factory evaluation guidelines for the electronics industry last October. Should these guidelines become mandatory prerequisites for participation in global supply chains, China’s definition of zero-carbon standards could significantly influence the pricing and competitiveness of green products internationally.

Nevertheless, the implementation of these zero-carbon standards presents notable concerns. The certification process and the upgrades necessary for compliance are costly, favoring large corporations with greater financial capacity while potentially marginalizing numerous small and medium-sized manufacturers that may lack the resources for independent third-party certification. Without targeted financial support, zero-carbon certification risks becoming a barrier to entry for many companies.

There are also questions regarding the credibility and enforcement of the system. If verification standards are lax or the costs associated with falsification remain low, certification could be misused as a form of greenwashing. This would not only divert critical green financing but also undermine the reliability of China’s carbon accounting and its emerging global standards.

Experts emphasize that shifting from treating carbon emissions as costs to recognizing them as assets will require more than policy announcements. Success depends on the establishment of a rigorous institutional framework where environmental rights are auditable, traceable, and can be monetized effectively. The evolution of zero-carbon factories in China will thus hinge on the country’s ability to develop robust mechanisms ensuring the integrity and value of these green assets.
