Chinese semiconductor manufacturers are intensifying efforts to increase the local sourcing of their production equipment, highlighting the growing demands placed on domestic toolmakers to deliver machines capable of meeting rigorous high-volume wafer fabrication standards. This push toward self-reliance is rooted in a broader national strategy to reduce dependence on foreign semiconductor suppliers amid tightening export controls.

At a recent industry conference in Wuxi, Jie Chen, chairman of Britech Semiconductor Equipment (Shanghai) Corp, disclosed that several newly planned wafer fabrication plants in China have set explicit targets for equipment localization. One prominent fab in the Wuxi region aims to achieve 80 percent domestic content in its production machinery. The case of Yangtze Memory Technologies Corp (YMTC), a key flash memory producer, illustrates the pace of change. Prior to U.S. export restrictions implemented in 2022, American-made tools represented about half of YMTC's equipment inventory. YMTC is now moving toward constructing fabs that rely predominantly on Chinese-made tools.

Despite these developments, industry leaders caution that transitioning from initial technical feasibility to robust commercial reliability remains a significant hurdle. Chen emphasized that producing a single functioning machine is less challenging than scaling to mass production standards required by fabs, which demand uniform performance across dozens or even hundreds of identical units. He termed this challenge a move from a "zero-to-one" phase toward a "2.0 era," where success will be judged by the ability of Chinese toolmakers to secure and satisfy leading overseas customers without the advantage of operating on home soil.

The localization drive extends beyond chip manufacturing to upstream suppliers of semiconductor materials. Xian ESWIN Material Technology, China's largest producer of unprocessed 12-inch silicon wafers, reported that as of June, domestic machinery accounted for 52 percent of its production equipment—a rise from 42 percent in 2024—with a target of 58 percent by 2027.

This strategic focus has translated into strong financial results for Chinese equipment manufacturers. Naura Technology Group, the country’s largest chip-equipment maker, posted roughly 25 percent revenue growth year-on-year in the first half of 2025, competing with global leaders such as Applied Materials and Tokyo Electron in areas including deposition, etching, thermal processing, and cleaning. Similarly, Advanced Micro-Fabrication Equipment (AMEC), a producer of etching tools, saw nearly 35 percent revenue growth, while deposition equipment supplier Piotech recorded sales increases close to 50 percent in the same period, positioning itself against multinational firms like Applied Materials, Lam Research, and ASM International.

Liu Erzhuang, chairman and CEO of Productive Technologies Company, noted that domestic suppliers must prioritize productivity alongside technical capability to ensure commercial success. Liu cited the company's wet-cleaning platform, which can process up to 850 wafers per hour with 16 chambers, matching throughput levels of comparable foreign equipment.

Market research firm Yole Group projects that Chinese domestic suppliers’ share of semiconductor equipment sales in China will rise from about 23 percent in 2025 to 39 percent by 2030. With China currently accounting for around one-third of global semiconductor equipment demand, the overall market continues to expand. Goldman Sachs forecasts that China’s wafer-fabrication equipment spending will increase from approximately $44.3 billion in 2025 to $53 billion in 2027, reaching $60.7 billion in 2028.

These developments reflect a rapidly evolving sector striving to balance technological advancement with commercial scalability, propelled by national priorities to secure semiconductor supply chains amid increasing geopolitical pressures.
