The Committee for the Practice of Engineering Professions at Kuwait’s Municipal Council convened its second meeting of the fourth legislative term on October 27, discussing proposed amendments to regulations governing temporary storage licenses. Chaired by Farah Al-Roumi, the committee reviewed a proposal to modify Article Two of Administrative Resolution No. 2641/2021, itself an amendment to Resolution No. 2322/2019, which outlines the conditions for issuing and renewing temporary storage and staging licenses.

The committee referred the proposal back to the executive branch for further integration into the draft Temporary Storage/Staging Regulation, commonly known as the “Tashween” regulation. The amendment would alter Item One of Article Four to specify that the validity period for a temporary storage or staging license related to projects under commercial, civil, or administrative contracts should correspond to the original contract duration, as documented and approved by the project owner or supervising authority. Additionally, the license could be renewed multiple times, with each renewal limited to one year, contingent on formal procedures, requests from the executing entity, and approval by the relevant authorities.

This proposal had previously been recommended for detailed study during the Municipal Council’s 13th regular session on February 16.

Separately, the Ahmadi Governorate Committee met for its eighth session of the fourth legislative term under the leadership of Nassar Al-Azmi. The committee approved a request by the Ministry of Commerce and Industry to establish two supply and ration distribution centers in East Riqqa and Jaber Al-Ali. Each center is intended to serve as an outlet for the sale and distribution of subsidized essential goods, as well as for their short-term storage.

The allocated sites each cover an area of 1,000 square meters and include an additional 189 square meters dedicated to parking. These developments aim to support the efficient distribution of subsidized commodities within the governorate.
