The Community Development Commission of the City of Chicago is scheduled to hold a public hearing on July 14, 2026, at 1:00 p.m. in Room 1103, 121 North LaSalle Street, to consider redevelopment plans for two separate project area amendments: the Pilsen Industrial Corridor Redevelopment Project Area Amendment No. 4 and the Central West Redevelopment Project Area Amendment No. 6.
Both plans seek designation of their respective areas as redevelopment project areas under the Illinois Tax Increment Allocation Redevelopment Act. The hearing will address the approval of these plans, the use of tax increment financing to fund redevelopment costs, and the potential issuance of obligations secured by funds generated from these tax allocations.
The Pilsen Industrial Corridor plan aims to update goals, objectives, the land use plan, and budget for the TIF district. The City intends to encourage redevelopment in the area by promoting private investment, enhancing the tax base of the City and other affected districts, and preserving property values. To achieve these goals, the plan provides for public improvements and redevelopment agreements for both public and private construction projects, partially financed through the special tax allocation fund established by the Act.
Separately, the Central West Redevelopment Project Area plan proposes boundary changes to include 55 new tax parcels while removing 2,798 existing parcels. The plan includes updates to the land use plan and budget to reflect the modified boundaries. Similar to the Pilsen plan, the City’s objectives include stimulating redevelopment, increasing the tax base, and maintaining or enhancing property values within the area. Public and private improvements funded through tax increment financing are anticipated as part of the plan.
Documents related to both redevelopment plans, including eligibility studies, reports, and full redevelopment plans, are available for public inspection at City Hall, 121 North LaSalle Street, in the City Clerk’s Office (Room 107) and the Department of Planning and Development (Room 1000) on weekdays from 9:00 a.m. to 4:00 p.m., starting May 1, 2026.
Members of the public will have the opportunity to comment during the hearing, submit written objections, or deliver comments ahead of the meeting to designated officials at the Department of Planning and Development and the City Clerk’s Office.
