Efforts to expand desalination capacity in the United Kingdom face significant challenges related to energy costs and environmental concerns, limiting the widespread adoption of this technology despite periodic water shortages. Desalination plants currently operate on a limited scale and often serve as emergency or supplementary water sources.
Reverse osmosis, the primary technology employed in UK desalination facilities, requires substantial electricity to operate. The disposal of the resulting concentrated salt brine also poses environmental risks to marine ecosystems, affecting local flora and fauna. These factors contribute to the high operational costs and stringent regulatory scrutiny that restrict the development and routine use of desalination plants.
The La Rosière desalination facility on Jersey has been in operation since 1999, with an earlier plant established in 1970. It produces roughly 11 million liters of water per day, meeting about half of the island’s demand. The plant is generally maintained as a reserve for times of low rainfall and was utilized during shortages last October. Although electricity costs are lower on the island compared to the UK mainland, running the plant during the 2022 water shortage incurred near £400,000 in expenses.
Similarly, the facility on St Mary’s in the Isles of Scilly has contributed up to 50% of the island group’s fresh water needs for several decades. This plant uses reverse osmosis on water sourced from coastal boreholes, though the treated water often has an unpleasant taste that requires blending with groundwater. The operation faces substantial maintenance costs, including up to £20,000 per month to clear sediment and iron pyrite blockages. Electricity prices on the Isles of Scilly are higher than on the mainland, further increasing operational expenses.
In East London, the Thames Gateway desalination plant at Beckton, opened in 2010 as the UK’s first large-scale facility, has been largely underutilized due to technical difficulties and high running costs. To date, it has supplied only seven days’ worth of water to London, with total expenditure reaching £518 million. The plant is currently undergoing upgrades aimed at positioning it as an emergency drought reserve.
Looking ahead, Anglian Water is progressing plans for three new coastal desalination plants, targeting completion around 2040. Additionally, six other regional plants have been proposed, though these are unlikely to become operational for several decades. In the meantime, addressing water loss through aging infrastructure remains a priority; it is estimated that repairing leaks in existing water distribution systems could save billions of liters daily, offering a more immediate and cost-effective solution to water shortages.
