Detective Sergeant Andrew Hedley, a senior officer in Hampshire, has been found guilty of misconduct after engaging in an affair with a colleague and kissing her in an unmarked police vehicle. The 52-year-old admitted to the relationship during a misconduct hearing but denied any sexual activity while on duty.

Hedley acknowledged that he did not report the affair initially, citing concerns about the potential negative impact on both their personal lives. Despite these explanations, representatives for the police force emphasized the seriousness of failing to disclose such conduct. Charles Apthorp, speaking on behalf of the force, described the omission as a significant breach of professional standards, highlighting the importance of transparency in such matters.

According to Hedley’s testimony, he had spent nights in a hotel with the female officer involved, whose identity is protected for legal reasons. However, he maintained that no sexual relations occurred during working hours or while in uniform.

After reviewing the evidence, the misconduct panel determined that Hedley’s actions constituted misconduct but did not rise to the level of gross misconduct. As a result, he was issued a written warning that will remain on his record for 18 months. The panel’s decision reflects the balance between acknowledging the breach of professional conduct and considering the context and nature of the behavior.
