In 2012, the Australian government's white paper on the nation’s role in the Asian Century set an ambitious goal: by 2025, Australia would rank among the top five countries worldwide in student performance in reading, science, and mathematics literacy. This target, alongside recommendations from the Gonski report, underpinned substantial increases in education funding, with public expenditure per student rising 24 percent in real terms—more than double the growth rate of per capita GDP.
Despite this increased investment, recent results from the Programme for International Student Assessment (PISA) 2025 reveal that Australia has failed to meet that objective. The country did not enter the top five rankings in any of the three core subjects, and, critically, the gap between Australia’s scores in mathematics and science and those of the leading nations has widened significantly. Beyond ranking, the more alarming issue is the ongoing decline in performance over time. Since 2015, Australia’s mathematics and reading scores have fallen by amounts equivalent to losing an entire year of effective schooling. Compared to 2003, this decline equates to roughly two years of previously productive learning now yielding no measurable skill improvement.
The downward trend affects all students, undermining both high achievers and those at the lower end of the performance spectrum. While some decline in top-performing students is concerning, the substantial deterioration among the lowest performers is particularly troubling. Only half of Australian 15-year-olds meet the minimum proficiency level considered necessary for meaningful participation in a technologically advanced society across reading, science, and mathematics. This contrasts starkly with countries like Singapore, where nearly 80 percent reach that threshold.
Calls to reform the national curriculum have followed these findings, though experts caution that curriculum changes alone are unlikely to close such a large performance gap. Achieving the top five ranking would require an improvement of around 48 PISA points, whereas typical educational reforms produce gains rarely exceeding 20 points. Much of any such gain would only offset ongoing declines rather than propel Australian students into the highest tiers of achievement.
Comparisons with East Asian education systems highlight that the curriculum itself does not fully explain differences in student outcomes. Historical data from the late 20th century show that Japanese students outperformed their Australian counterparts despite more traditional, rote-based curricula. Instead, parental expectations and cultural attitudes towards education play critical roles. Research indicates that East Asian parents, particularly in Japan, place stronger emphasis on effort and achievement than those in many Western countries, fostering a culture of higher academic aspirations.
This intense focus extends to widespread participation in after-school tutoring, effectively creating a parallel education system. In places such as Korea, Taiwan, and Hong Kong, 80 to 90 percent of students engage in supplementary instruction, often amounting to several additional years of schooling equivalent by the time they reach PISA testing age. The competitive tutoring market in these regions also tends to ensure higher quality instruction.
Economic incentives further reinforce these behaviors. In Singapore, earnings disparities between the top and bottom skill percentiles are significantly larger than in Australia, reflecting greater returns on educational attainment. Faster economic growth and higher skill premiums increase the value of investment in education. Conversely, in Australia, low failure rates, easy university entry, limited performance-based student support, and diminished meritocracy in employment collectively reduce the stakes tied to academic success.
This environment contributes to comparatively low motivation among Australian 15-year-olds, especially those from non-immigrant backgrounds, whose aspiration levels lag far behind peers in countries such as the United States. Even first-generation immigrant students, who perform better on average, do not reach motivational benchmarks set by their American counterparts.
Observers link these patterns to a longstanding cultural tendency toward “mediocrity by design,” where societal norms discourage competitive excellence in favor of egalitarian ideals. As noted by historian Keith Hancock in his 1930 analysis of Australian society, there is a preference for ensuring fairness over fostering individual distinction.
Given the complexity of these cultural and structural factors, experts argue that no amount of increased funding or curriculum adjustment alone will remedy the decline. The challenge lies in addressing deeper social attitudes and institutional incentives that currently undermine the pursuit of higher academic achievement and broader educational progress in Australia.
