Dubai has initiated the third phase of its Ethraa programme, a strategic effort aimed at enhancing the emirate’s non-profit sector. All 146 organisations overseen by the Community Development Authority (CDA) participated in this latest phase, marking a 100 percent engagement rate. The programme aligns with the objectives of the Dubai Social Agenda 33 by targeting improvements in governance, operational efficiency, and long-term sustainability for charities and non-profit entities.

Launched on Tuesday, the Ethraa programme seeks to reinforce the role of non-profit organisations in community development. The initiative reflects Dubai’s wider vision to empower individuals and foster social cohesion by cultivating a robust and impactful third sector. Hessa bint Essa Buhumaid, Director General of the CDA, highlighted that the programme aims to create an enabling environment where non-profits can become sustainable strategic partners in the city’s ongoing development.

“This initiative is part of our commitment to advancing institutional social work and enhancing the overall quality of life in Dubai,” Buhumaid noted, emphasizing the broader social and economic benefits of the project.

Dr Ahmed Al Hashemi, CEO of the Social Regulation and Services Sector at the CDA, described the third phase as a critical move toward embedding a culture of institutional excellence within the non-profit landscape. The programme is designed to strengthen organisations across operational, financial, and technical dimensions. By equipping these entities with advanced tools and capabilities, the CDA aims to enhance their efficiency and effectiveness in delivering community services.

The comprehensive participation of the sector demonstrates a collective commitment to elevating standards and ensuring the long-term viability of non-profit organisations in Dubai. This phase of Ethraa is expected to contribute significantly to building a resilient social infrastructure that supports the emirate’s broader development goals.
