Dubai Municipality has announced a detailed list of areas where shared housing will be allowed or restricted across the emirate, in line with the recent Law No. 4 of 2026 regulating the occupancy and management of shared housing. The new regulatory framework aims to formalize the sector by setting clear rules on permits, operators, occupant categories, and compliance with health and technical standards.

The municipality's circular specifies that shared accommodation can be offered only in designated locations, with approximately 44 areas identified where such housing will be permitted either fully or partially. Shared housing is allowed throughout entire neighborhoods including Al Ras, Al Dhagata (Deira), Al Bateen, Sabkha, Eyal Nasser, Al Murar, Naif, Al Rigga, Al Muteena, Al Muraqqabat, Riqqa, Al Bateen near Dubai Creek, Hor Al Anz, Al Waheeda in Deira, Al Rashidiya, Al Nahda 1 and 2, Al Qusais, Al Twar 5, Muhasnah 4, Souq Kabeer, Umm Hurair 1 and 2, Al Raffa, Karama, Oud Metha, Jumeirah 1, Al Badaa, Al Barsha 1, and Al Wariqa 1.

In contrast, shared accommodation will only be permitted in specific sections of areas such as Abu Hail, Al Baraha, Al Hamriya, Mankhool, Al Jaffiliya, Al Hudaibiya, and Al Satwa. Furthermore, some key thoroughfares—including Sheikh Zayed Road, Jumeirah Road, Al Wasl Road, and Baniyas Road—will see restrictions barring shared housing and limiting residential rentals exclusively to families.

The law requires that properties meet all planning, building, and occupancy criteria established by Dubai Municipality before conversion into shared housing units. Only property owners or licensed establishments can lease out shared accommodations, while authorized operators may manage the properties on behalf of owners or sublet them, provided they adhere to the regulations.

This structured approach intends to ensure the quality, safety, and proper management of shared housing in Dubai, addressing a growing segment of the residential market while establishing clear oversight and governance mechanisms. The initiative reflects the municipality’s efforts to balance the demand for affordable and flexible housing options with community standards and urban planning goals.
