Oman manages a network of dams that extends beyond their primary function of water storage, serving as critical economic assets by preventing damage and sustaining local livelihoods. As of February 2026, the Ministry of Agriculture, Fisheries and Water Resources oversees 209 dams across the country, with a combined surface-storage and groundwater-recharge capacity of approximately 458.7 million cubic meters. Since their establishment, these structures have captured more than 3.17 billion cubic meters of floodwater by the end of 2025.
While the capacity and volume of stored water are often the focus, the broader economic benefits of dams stem mainly from mitigation of losses. Flood-protection dams contribute to safeguarding homes, commercial properties, roads, public infrastructure, and farmlands from damage. This protection translates into less disruption for businesses, uninterrupted transportation routes, and sustained agricultural productivity, all of which underpin local economies.
The Wadi Al Jifnain Dam near Muscat, completed in February 2025 at a cost of around 45.6 million Omani rials, exemplifies this role. With a storage capacity of 11.5 million cubic meters, it was constructed to protect residential and commercial areas including Al Khoudh, Al Hail, and Al Mawaleh, as well as downstream development projects. Evaluations of its impact consider not only water volume but also the value of infrastructure and communities preserved from flood-related damages.
Similarly, the Wadi Anaar Dam in Dhofar, commissioned in May 2025 for roughly 23 million rials with a 16 million cubic meter capacity, forms part of Salalah’s flood protection system. Its significance lies in shielding a rapidly growing urban economy vulnerable to seasonal climatic challenges, thereby safeguarding transportation, housing, commerce, tourism, and public services.
Beyond flood control, groundwater-recharge dams play a vital role in replenishing aquifers by slowing floodwaters, a function especially important in regions like the Al Batinah Plain where groundwater underpins agriculture and community water supplies. Surface-storage dams in mountainous and remote areas provide essential water resources for residents, livestock, and farming, supporting economic viability where alternatives may be limited or costly.
The government’s increased support for community-driven dam projects—from 20 percent to 50 percent funding since 2026—reflects recognition of dams as multipurpose infrastructure. In 2025 alone, eight community dams were completed, bringing the national total to 35, with an additional 19 under construction across Al Batinah North, Al Dhahirah, and Al Dakhiliyah governorates. This approach underscores dams as tools that help maintain water sources, preserve agricultural livelihoods, and sustain long-term settlement.
Experts advocate for Oman to establish a formal framework to quantify the economic value of its dams comprehensively. Such assessments would estimate benefits including property and infrastructure safeguarded, populations and businesses served, reductions in disruption, improved groundwater availability, and enhanced agricultural resilience. While precise calculations are inherently challenging due to the nature of avoided damages and hydrological factors, informed estimates would supplement traditional metrics like construction cost and capacity.
Internationally, similar economic evaluation models are integral to flood-risk management, comparing damages with and without mitigation measures and incorporating socioeconomic impacts such as business downtime and transportation loss. Oman seeks to tailor a national model reflecting its unique geography, settlement distribution, water challenges, and development goals.
This refined economic analysis could improve investment prioritization by distinguishing the varying objectives of flood-protection dams in urban centers, storage dams supporting remote communities, and recharge dams serving agricultural areas. Such differentiation is essential for aligning infrastructure projects with their diverse functional contributions to Oman’s sustainable development.
