The Federal Aviation Administration (FAA) is facing significantly higher costs than initially projected for the first phase of its air traffic control modernization program, agency officials told a House subcommittee this week. Bryan Bedford, the head of the FAA, reported that Phase 1 of the overhaul will require about $16 billion—approximately $3.5 billion more than the $12.5 billion Congress previously authorized.

In 2023, lawmakers approved $12.5 billion to fund air traffic control reforms, with $9 billion allocated for modernization efforts and $3.5 billion dedicated to facilities construction. Bedford indicated that the FAA had managed the current funding shortfall by reallocating resources from its facilities and equipment budget but underscored the need for further investment to maintain progress.

Looking ahead, the FAA is seeking congressional approval for at least an additional $10 billion to support Phase 2 of the modernization plan. Bedford emphasized the agency’s commitment to scaling up efforts efficiently and effectively to complete the project as intended.

The modernization initiative aims to replace the current radar-based system with advanced technology to increase safety, reduce delays, and improve efficiency in handling the nation’s air traffic. However, a recent report from the Government Accountability Office (GAO), released on Tuesday, highlighted that the FAA has underestimated the ongoing operational costs associated with the new system, raising concerns about budget projections and long-term sustainability.

The FAA’s modernization program is viewed as essential to meeting rising demand and accommodating future growth in air travel. Yet, the increase in projected costs is drawing scrutiny from lawmakers and oversight agencies, who are weighing the balance between advancing technological upgrades and ensuring responsible fiscal management. As discussions continue, the FAA is urging Congress to approve the additional funds required to move forward without compromising the program’s timeline or scope.
