The number of private-sector companies in the United Arab Emirates found to have engaged in fake Emiratisation fell by 34.5 percent in 2025 compared to the previous year, according to the Ministry of Human Resources and Emiratisation. The ministry attributed the decline to enhanced inspections and the deployment of digital monitoring tools aimed at identifying violations of Emiratisation policies.
Data released by the ministry showed that the number of companies penalized for fake Emiratisation decreased from 1,037 in 2024 to 679 in 2025, representing a reduction of 358 establishments. These companies were subject to enforcement measures under the ministry’s regulatory framework.
Fake Emiratisation refers to companies that register UAE nationals as employees without establishing a genuine employment relationship. Such practices involve obtaining work permits and formalizing contracts that fulfill documentation requirements but lack the actual elements of employment, such as presence of wages, real work duties, and subordination to employer authority. These arrangements are typically used to circumvent regulations governing Emiratisation targets or to unlawfully benefit from government incentives tied to national employment and training.
The ministry emphasized it remains committed to taking firm legal action against organizations attempting to bypass Emiratisation policies or improperly claiming government support. Companies found in violation face penalties as outlined under Cabinet Resolution No. 43 of 2025, which governs administrative sanctions related to the Emirati Talent Competitiveness Council’s initiatives.
Efforts to reduce fake Emiratisation have been bolstered by a combination of field inspections, data analytics, and digital verification systems designed to detect irregularities in employment practices. The ministry continues to enhance these monitoring mechanisms with the objectives of protecting the rights of UAE nationals, ensuring compliance with employment regulations, and maintaining fairness among businesses adhering to the law.
By reinforcing the integrity of Emiratisation programmes, the ministry aims to promote genuine employment of Emirati citizens within the private sector and support the broader national agenda of workforce localization.
