On a sweltering July day, the 116th Street subway station at Malcolm X Boulevard in Harlem stood as a vivid example of the challenges New York City faces in protecting its transit system from flooding. The station, one of the oldest in the city, bears visible scars from previous water damage, including stained mosaics and corroded platform columns. Its vulnerability was dramatically highlighted during Hurricane Ida in 2021, when unprecedented rainfall overwhelmed the station, causing water to pour from the ceiling onto the platforms and flood the tracks below.

The storm dumped between seven and nine inches of rain across the city, releasing an estimated 160 million tons of liquid. At 116th Street, water entered the station through air vents embedded in the sidewalk, which turned into conduits funneling the water underground. The scene was reminiscent of a water park ride, with torrents rushing along the tracks and engulfing the green columns supporting the platform.

Local officials and transit authorities have long been aware of the station’s flooding issues. Former state senator and New York governor David Paterson recalled chronic water accumulation at the station dating back to the late 1970s. The station’s original construction in shallow trenches—partly due to the difficulty and expense of cutting through Manhattan’s bedrock—makes it inherently prone to flooding. This design means precipitation or groundwater need not penetrate deeply before reaching critical transit infrastructure. Throughout the subway system’s history, workers have encountered underground streams during tunnel excavation, requiring constant repairs and modifications such as plugging leaks with concrete and grout.

Financial constraints have complicated efforts to address these vulnerabilities. For much of its history, New York’s subway system relied primarily on local funding, lacking significant federal investment that modern transit projects elsewhere have received. This limited budget has led the Metropolitan Transportation Authority (M.T.A.) to resort to temporary fixes rather than comprehensive flood mitigation.

Adding to the difficulty is New York’s shifting climate. Increasing temperatures have transformed the city’s weather patterns, now classified as humid subtropical, resulting in more frequent and intense downpours known as cloudbursts. These sudden, heavy rains can overwhelm the city’s aging sewer infrastructure, which can handle only about 1.5 inches of rain per hour. Excess water then seeks alternative drainage paths, often entering subway entrances and ventilation shafts. The M.T.A. reports that at least 200 of the system’s 472 stations have experienced flooding due to torrential rainfall events over the past two decades.

Officials, including the city’s chief climate officer Louise Yeung, acknowledge that these extreme weather patterns represent a “new climate reality” requiring urgent attention. In 2026 alone, New York’s flash-flood emergency plan has been activated in over a quarter of emergency situations, reflecting the growing frequency of these events.

In addition to the physical damage and disruptions, flooding incidents have become a recurrent subject of viral media showcasing water swiftly invading subway stations, posing safety risks for commuters. The complex network of over 47,000 subway openings along with the city’s sewer limitations mean that flooding is a persistent threat that transit authorities continue to battle.

Efforts are underway to explore possible floodproofing solutions, as represented by meetings between M.T.A. leadership and construction executives. However, the combination of aging infrastructure, financial hurdles, and increasingly severe weather make the task of safeguarding stations like 116th Street a formidable one for New York’s transit system going forward.
