This phenomenon, which is already underway and projected to peak by the end of the year, is intensifying challenges to global food security amid a complex backdrop of geopolitical tensions and climate-related disruptions.

Since mid-August, food prices have risen sharply, reversing a period of relative stability despite ongoing shortages of oil and fertilizer linked to the conflict involving Iran. Concurrently, military actions between Russia and Ukraine have severely disrupted grain shipments from the Black Sea, a critical trade route. These factors, combined with drought conditions across parts of the Northern Hemisphere, underscore how climate change is compounding the risks associated with El Niño.

Historically, El Niño-associated droughts, floods, and storms cause localized destruction. However, widespread famine and mass casualties are generally tied more to insufficient preparation and response than the severity of the weather events themselves. The catastrophic 1877-78 El Niño coincided with famines that claimed approximately 50 million lives globally. In contrast, the 1997-98 event—considered the most severe of the 20th century—resulted in an estimated 22,000 deaths worldwide, reflecting advancements in agricultural methods and disaster management.

One key factor in mitigating the human impact of El Niño is the role of international food trade. El Niño typically generates asymmetric effects, producing drought in some regions and excessive rainfall in others, thus unevenly affecting crop yields. Maintaining open food markets allows surplus production in one country to offset shortages in another, helping to stabilize global supplies.

The 1997-98 El Niño exemplifies this dynamic. It severely reduced rice production in Bangladesh by about 20 percent during a period of economic crisis. While a similar event in the 1970s caused up to 1.5 million deaths amid famine due to limited import options and trade restrictions—including U.S. embargoes on grain shipments—the liberalization of Bangladesh’s food trade in the late 1990s enabled rapid imports of rice from India, drastically reducing mortality.

Analyses by researchers such as Paul Dorosh of the International Food Policy Research Institute highlight that in crisis situations, the scale of imports is a more critical factor in averting food insecurity than geographic proximity of trading partners. Similar findings have been observed in sub-Saharan Africa.

This pattern of asymmetric agricultural impact is expected to recur in the current El Niño episode. While drought conditions may reduce food production in Central America and northern Brazil, increased rainfall could boost maize and soybean yields in southern Brazil and Argentina, balancing the overall supply.

Experts suggest governments generally should avoid excessive intervention in food markets to allow flexible international trade flows but emphasize the importance of targeted crisis preparedness. The United Nations’ World Food Programme and Food and Agriculture Organization have jointly launched a preventive appeal aimed at supporting 8.8 million vulnerable individuals across 22 countries, backed by a budget of $202 million. Individual nations are implementing their own responses; for instance, Brazil has employed 4,600 personnel to combat wildfires expected as a byproduct of drought conditions.

Improvements in early-warning systems and communication have enhanced resilience to climate-related disasters over recent decades. A report by the UN Framework Convention on Climate Change (UNFCCC) noted that while the frequency of such disasters has increased fivefold in 50 years, related fatalities have decreased by approximately two-thirds. A recent example from Nepal, where timely phone alerts saved hundreds of schoolchildren from floodwaters, illustrates the life-saving potential of effective information dissemination.

While El Niño presents significant challenges, experts characterize it as a test of global trade networks and emergency response systems rather than an unavoidable catastrophe. With adequate preparation and international cooperation, the impacts of this weather event can be managed to minimize human suffering.
