French Ambassador to the Central African Republic Bruno Foucher is under investigation for allegedly hosting numerous women at the French embassy in Bangui over a period of more than two years. According to reports, Foucher invited at least 30 women into his official residence between January 2024 and March 2026, raising security and disciplinary concerns within the French foreign ministry.
The diplomat, who is 65 years old and has previously served as ambassador to Chad, Iran, and Lebanon, reportedly violated security protocols by allowing frequent overnight visits from the women. One source indicated that Foucher received as many as 15 visits per month and permitted one woman to reside in his residence while he was away on official duties. Foucher has admitted to intimate relations with at least two local women, according to documents reviewed by investigative journalists.
The situation attracted attention partly because of the sensitive security environment in the Central African Republic (CAR), where France maintains a diplomatic presence amid Russian influence. The paramilitary Wagner Group, backed by Moscow, exerts significant influence in the country, providing security for CAR President Faustin-Archange Touadéra. Relations between France and CAR have been tense in recent years, due in part to accusations that Russia’s involvement has undermined French interests and fomented hostility.
Following intelligence advice from France’s overseas secret service, the French foreign ministry launched an administrative inquiry into Foucher’s conduct in 2026. A ministry spokesman confirmed that, after receiving the inquiry's findings, disciplinary proceedings were initiated against Foucher at the request of the foreign minister. These proceedings are ongoing, and Foucher remains in his post pending the outcome. He could face dismissal or a formal reprimand depending on the investigation’s conclusions.
French security personnel assigned to the embassy, including members of the elite GIGN tactical unit responsible for protecting diplomatic missions and officials, reportedly raised concerns about the ambassador’s repeated violations of security protocols. The inquiry into Foucher’s behaviour is part of broader efforts by France to ensure the integrity and security of its diplomatic operations in the region.
The CAR government has yet to comment publicly on the status or timeline of the disciplinary process. Since 2024, relations between France and CAR have shown signs of improvement, highlighted by a March visit to Bangui by French Foreign Minister Jean-Noël Barrot, the first such high-level engagement since 2018. Barrot described the visit as marking “a full restoration of relations” between the two countries, amid ongoing efforts to address the complex geopolitical dynamics shaped by Russian influence and local security challenges.
