The debate has intensified following a school shooting in Zamboanga, Philippines, on August 18, where a ninth-grade student fatally shot a classmate before taking his own life. Philippine authorities, including Zamboanga Mayor Khymer Adan Olaso and Interior Secretary Jonvic Remulla, have pointed to the platform as a significant influence on the shooter, with Remulla calling for an outright ban of Roblox in the country.
Officials described the attack as partly stemming from desensitization to violence potentially linked to online gaming experiences, particularly focusing on the platform's chat functions where harmful interactions may occur. Remulla emphasized that while the game itself might not be inherently dangerous, the accompanying communication channels provide opportunities for radicalization and coercion. Despite these assertions, law enforcement had not yet fully examined the shooter's devices at the time of the statements.
Roblox reported 123 million average daily active users worldwide in the second quarter of 2026. The platform functions as a virtual space hosting user-generated games and social interactions, which experts say can expose children to strangers or harmful groups. This feature has drawn attention following other violent incidents in the Philippines, such as a June school shooting in Tacloban linked to the violent game GoreBox, which authorities subsequently blocked to prevent further influence.
In response to growing concerns, Philippine officials met with Roblox executives in Singapore on August 27 to discuss child protection measures. Following the meeting, Henry Aguda, Secretary of the Department of Information and Communications Technology, announced the platform's commitment to enhance safety features for Filipino users. These improvements include stricter age verification, expanded parental controls, expedited removal of harmful content, and increased cooperation with law enforcement agencies.
Beyond violence, Roblox has been associated with child exploitation cases. In late June, a 19-year-old man was arrested in Pampanga province for allegedly coercing minors into sexual activities and exchanging explicit images in return for Roblox’s virtual currency. Similar worries have arisen in Singapore, where officials detained a 14-year-old preparing for a stabbing attack, citing online self-radicalization linked to gaming platforms.
Australia has also taken regulatory action, with its eSafety Commissioner securing a court mandate on August 20 requiring Roblox to reinforce protections against grooming, sexual abuse, and exploitation. Despite existing safety protocols, testing revealed that adults could still contact minors through the platform.
Child safety specialists caution against attributing these complex social issues solely to a single platform. Yisrael Diloy of the non-profit Stairway Foundation stressed the importance of evidence-based investigations to determine actual influences in such incidents, warning against treating Roblox as a scapegoat. He stressed that platforms with large child user bases must assume significant responsibility for safety but that broader social and offline factors also require attention.
Experts like Munira Mustaffa from Chasseur Group highlight the cyclical nature of these debates, noting parallels with previous controversies involving platforms such as TikTok. She underscored the need for a nuanced understanding of the underlying problems rather than reactive bans that may overlook root causes.
Privacy concerns also complicate safeguards like age verification, with some cautioning that requiring government-issued IDs could introduce new risks related to data security. Carl Javier, executive director of Data and AI Ethics PH, advocated for tailored approaches given the differing nature of threats such as extremism and sexual exploitation.
Overall, child protection advocates call for platform accountability that is specific, data-driven, and proportional, emphasizing that Roblox should be held responsible for harms occurring within its ecosystem without it overshadowing other critical factors affecting children’s safety.
