The Council of Ministers Secretariat General of Qatar received the 2026 Gulf Cooperation Council (GCC) Digital Government Award in the “Best Use of Artificial Intelligence” category for its Smart Legislative Advisor Program. The award was presented during the seventh edition of the GCC Digital Government Awards ceremony held in Manama, Kingdom of Bahrain, in the presence of Qatar’s Minister of Communications and Information Technology, Mohammed bin Ali al-Mannai. The accolade was accepted by Majed Hassan al-Ghanem, Director of the Legislation Department at the Secretariat General.
Launched in January 2026, the Smart Legislative Advisor Program integrates artificial intelligence technologies to support the preparation, review, and analysis of draft government legislation. The system consolidates research, drafting, and review processes into a streamlined digital workflow. It aims to improve the quality and efficiency of legislative drafting without replacing the judgment and expertise of legal specialists.
Qatar’s Minister of Justice and Minister of State for Cabinet Affairs, Ibrahim bin Ali al-Mohannadi, highlighted that the program reflects the directives of Qatar’s leadership, particularly under the guidance of Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim al-Thani. The initiative aligns with the country’s Digital Agenda 2030 and the Third National Development Strategy for 2024-2030, which emphasize innovation and digital transformation within government operations.
Al-Mohannadi emphasized that robust legislation is fundamental to the rule of law and effective government performance. He described the Smart Legislative Advisor as a governmental AI program led by the Ministry of Communications and Information Technology that enhances specialists’ capacity to draft stronger legislative proposals. He reiterated that legislative decisions remain the responsibility of human experts while technology serves as a tool to increase accuracy and expedite the drafting process.
The minister noted that innovation in legal work is crucial to keeping pace with a rapidly evolving legislative environment characterized by increasing complexity. He observed that technological integration must be accompanied by development of legislative workflows to produce clearer, more consistent laws that are easier to understand and implement. He added that countries that effectively harness innovation in legislative processes are better equipped to maintain a flexible legal framework capable of adapting to changing times without sacrificing core principles.
Majed Hassan al-Ghanem described the Smart Legislative Advisor as a strategic project aimed at achieving legislative excellence and fostering institutional integration among government entities. He indicated ongoing efforts to refine the program based on user feedback and to expand its adoption to additional government bodies involved in drafting legislation.
Al-Ghanem expressed pride in representing Qatar at the regional forum and viewed the award as recognition of the country’s national talent in legislative innovation and governance. The achievement is seen as motivation to continue investing in advanced digital solutions that support legislative work and government performance across Qatar.
