A growing movement of young activists across the United States is voicing opposition to the construction of artificial intelligence (AI) data centers in their communities, citing concerns about environmental impact, public health, and economic equity. These protests come amid increasing reliance on AI technologies such as chatbots, which depend on data centers to operate.
Seventeen-year-old Sadie Cisneros of Pittsburg, California, first encountered ChatGPT and other AI tools as casual aids for schoolwork before learning about plans to build a large data center near her neighborhood. The 300,000-square-foot facility, approved in 2024, raised alarms for Cisneros over its anticipated water usage, potential to worsen air quality, and the noise it could generate near a local middle school. Motivated to act, she delivered a speech at a Pittsburg City Council meeting in July and has since become an active participant in community forums and rallies, encouraging peers to engage through social media platforms. A representative of Avaio Digital, the developer of the Pittsburg project, attributed much of the public opposition to misunderstandings about the facility’s closed-loop cooling system and noise mitigation efforts.
While over half of Generation Z—Americans born roughly between 1997 and 2012—regularly use generative AI tools, many in this cohort express skepticism or concern about the broader implications of rapid AI expansion. According to recent surveys, fewer than 20% of Gen Z respondents are optimistic about AI technology’s long-term effects, a decline from previous years. Some have raised questions about the trade-offs involved in benefiting from AI-powered products while opposing the physical infrastructure that supports them.
In El Paso, Texas, 15-year-old Marco Sanchez founded the El Paso Youth Alliance to resist construction of a Meta data center, drawing nearly 100 local high school students from across the political spectrum. Sanchez initially viewed the project as a potential boon for the city but grew wary after learning about an 80% property tax rebate awarded to Meta. He criticized the deal as favoring corporate interests at the expense of working families and expressed concern over possible increases in energy costs and pollution. Meta responded by stating its commitment to powering the El Paso facility entirely with renewable energy and assured that these costs would not be passed on to residents.
Other young activists have been engaged with data center issues for years. Seventeen-year-old Mihir Nimkar, from Loudoun County, Virginia—a region known as Data Center Alley—has witnessed firsthand the tensions between necessary technological infrastructure and community impact. He and a classmate organized efforts to oppose a proposed high-voltage power line that would cross his high school grounds, a dispute now before the Virginia Supreme Court. Nimkar acknowledges the essential role that data centers play in enabling digital communication but emphasizes a growing awareness of the environmental and social consequences tied to AI’s expansion.
Analysts note that this form of activism marks a shift from earlier youth movements, with Generation Z channeling concerns about AI and data center development into local politics and community organizing. Advocates argue that decisions made today will disproportionately affect their generation in the decades ahead, motivating them to combat what they see as insufficiently regulated growth in data center construction.
As data centers continue to proliferate to meet escalating demand for AI computing power, the sometimes uneasy relationship young users have with the technology underscores a broader debate over sustainable development and equitable distribution of the benefits and burdens associated with artificial intelligence.
