The Israeli government has approved a NIS 60 million plan designed to support survivors of the October 7 massacre at the Nova music festival. The program aims to provide comprehensive rehabilitation services through the end of 2028, officials announced on Sunday.
The initiative will establish a personalized support system coordinated by the Welfare and Social Affairs Ministry to ensure continuous care for survivors. It focuses on expanding medical and mental health services, alongside developing programs geared toward substance-abuse prevention and treatment. Officials emphasized the plan’s goal to enhance healthcare services by adapting them more effectively to survivors’ needs.
In addition to direct medical care, the plan increases assistance for survivors' families, acknowledging their crucial role in the rehabilitation process. It also incorporates employment integration efforts through collaboration among the Labor Ministry, the Employment Service, and the National Insurance Institute to facilitate survivors’ return to the workforce.
A new digital platform will be introduced to improve coordination across government agencies, manage data efficiently, monitor survivors’ rights, and provide ongoing assessments of their condition. This tool is intended to ensure a streamlined and responsive government approach.
The Prime Minister’s Office will oversee the program’s implementation, monitoring progress and making adjustments as necessary to meet survivors’ evolving needs. According to government figures, approximately 3,600 individuals have been recognized as survivors of the attack, many of whom continue to cope with serious injuries and disabilities resulting from the assault at the Re’im festival site.
This plan follows the October 2023 terrorist attack by Hamas militants at the Supernova music festival in Re’im, which resulted in numerous casualties and widespread trauma among attendees. The government’s announcement underscores its commitment to providing survivors with coordinated and sustained support as they work toward recovery and regaining normalcy.
