The Saudi Ministry of Hajj and Umrah has emphasized the importance of strict adherence to the official Hajj permit system as a critical measure for ensuring the safety and security of pilgrims during the annual pilgrimage. The ministry highlighted that compliance with the permit regulations facilitates smooth execution of rituals, supports orderly crowd movement, and maintains stability across the holy sites throughout the Hajj season.

The permit system is described by authorities as a fundamental tool for managing crowd density and evenly distributing pilgrims across key locations, thereby enabling the timely and efficient delivery of services. Officials have warned that violations of the permit regulations not only expose individuals to legal consequences but also jeopardize the safety of all pilgrims and disrupt operational effectiveness. Additionally, the ministry cautioned against unlicensed Hajj campaigns and false advertisements circulating on social media platforms, which may mislead prospective pilgrims.

To bolster awareness and preparedness, the Ministry of Hajj and Umrah is collaborating with its offices globally to guide pilgrims before their arrival in Saudi Arabia. Prospective pilgrims are urged to verify their permits prior to travel, reinforcing the ministry’s "No Hajj Without a Permit" policy as essential for a secure and spiritually fulfilling experience.

In a related announcement, the Ministry of Interior revealed financial penalties of up to 100,000 Saudi riyals (approximately $26,700) for individuals who apply for visit visas intending to perform Hajj without the required permit or who enter or remain in Makkah or other holy sites unlawfully.

Meanwhile, the Saudi Red Crescent Authority in Madinah has unveiled its operational plan for the upcoming Hajj season, aiming to enhance emergency medical readiness across the region. According to Ahmed Al-Zahrani, director general of the authority's Madinah branch, the plan’s implementation began in mid-April and will continue through the end of June to cover all phases of pilgrims’ arrivals and departures.

The authority’s preparations include organizing 10 operational sectors supported by over 90 ambulance units. This fleet encompasses 54 ambulance vehicles, 17 rapid response teams utilizing motorcycles, bicycles, scooters, golf carts, and Rufaidah electric vehicles, as well as specialized disaster response teams to handle multi-casualty incidents. These measures align with approved operational frameworks designed to ensure prompt and effective medical response during the pilgrimage.
