Hema Energy, an Omani energy services company, is advancing plans to undertake engineering, procurement, and construction (EPC) projects in Oman through a partnership with Azerbaijan-based BBG Energy. The collaboration aims to initiate its first project in the third quarter of 2027, according to Azzan bin Moghrob al Asmi, Group Managing Director of Hema Energy.

Speaking in an interview, Al Asmi outlined that the partnership will initially focus on EPC and sustainability efforts targeting small to medium-sized projects. The joint venture is projected to create between 90 and 120 jobs, with an Omanisation rate—referring to the proportion of local employment—estimated at 30 to 35 percent. He noted that opportunities in EPC would be prioritized, with a tender currently in progress and a planned visit by BBG Energy representatives to Oman later in October to engage with potential clients.

The agreement specifies collaboration on individual projects facilitated by Hema Energy’s solutions and sustainability divisions. BBG Energy will provide engineering expertise, while Hema Energy will oversee procurement and construction activities. Al Asmi emphasized that the arrangement would enhance Hema’s construction capabilities and increase local content through sourcing products from Omani suppliers.

“We are looking at small to medium-sized projects,” Al Asmi said, adding that the majority of materials are expected to be procured locally. Details concerning the tender value or client identities have not been disclosed, and the employment and project timeline figures are currently estimates.

For BBG Energy, established in 2015 and headquartered in Baku, Azerbaijan, the partnership represents a strategic move to deepen its footprint in the Middle East and Gulf region. Murad Hümbətov, BBG Energy’s Operations Director, highlighted the company’s goal to establish a sustainable, long-term presence in Oman’s energy sector.

“Entering the Oman market is more than an expansion of our geographical reach. It is an important stage in our strategy to establish a lasting and sustainable presence in the Gulf region,” Hümbətov said. He also pointed to the complementary nature of the partnership, combining Hema’s local experience with BBG’s international project delivery capabilities.

The companies intend to broaden their cooperation over time, exploring new projects and joint initiatives across energy and industrial sectors. However, specific sustainability projects have not yet been identified.
